Abstract

Saat ini penggunaan pelaksanaan kontrak jenis turnkey mendapat perhatian dikarenakan beberapa keuntungannya, diantaranya waktu konstruksi yang singkat, peningkatan kualitas konstruksi, dan memperkecil biaya konstruksi. Namun demikian, dibandingkan dengan metode Design-Bid-Build (DBB), lebih banyak ketidakpastian pada kontrak turnkey yang dapat membuat proyek turnkey berisiko, khususnya untuk kontraktor. Keberhasilan pelaksanaan suatu proyek konstruksi dapat dilihat berdasarkan ketepatan biaya sesuai yang dianggarkan. Namun dalam pelaksanaannya banyak ketidakpastiaan maka akan ditemukan kesulitan dalam pelaksanaan berrujung terjadinya pembengkakan biaya (Cost Overrun). Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis variabel-variabel yang memiliki pengaruh dalam kinerja biaya pada proyek tol dengan kontrak turnkey. Metode yang digunakan secara kuantitatif menggunakan Structural Equation Modelling (SEM) Partial Least Square (PLS). Penelitian ini melibatkan 60 responden dari perspektif penyedia jasa mulai dari general manager hingga staf administrasi yang terlibat proyek jalan tol dengan kontrak turnkey, dengan melakukan penyeberan kuesioner dan wawancara. Dari hasil faktor yang memiliki pengaruh positif dan signifikan terhadap kinerja biaya menurut perspektif penyedia jasa yaitu faktor Perencanaan penjadwalan & pelaksanaan pekerjaan dan Kondisi kontrak. Dapat dilihat dari masing masing hubungan antar konstruk, Pengaruh variabel kondisi kontrak terhadap variabel kinerja biaya yaitu sebesar 0,421 dan Pengaruh variabel perencanaan penjadwalan & pelaksanaan pekerjaan terhadap variabel kinerja biaya yaitu sebesar 0,396 dengan variabel yang mempengaruhi (eksogen) adalah variabel kondisi lapangan. Hasil yang paling pengaruh positif dan signifikan terhadap kinerja biaya pada proyek tol dengan kontrak turnkey adalah Kondisi kontrak yaitu sebesar 0,421 . Perubahan kondisi kontrak atau CCO sangat berpengaruhi significant kinerja biaya dan sangat penting untuk dapat dilakukannya pengendalian dan evaluasi.

Currently, the use of turnkey contract implementation is receiving attention due to several advantages, including short construction time, improved construction quality, and reduced construction costs. However, compared to the Design-Bid-Build (DBB) method, more uncertainty on turnkey contracts can make turnkey projects risky, particularly for contractors. The successful implementation of a construction project can be seen based on the accuracy of costs as budgeted. However, in its implementation, there are many uncertainties, so difficulties will be found, leading to cost overrun. This study aims to identify and analyze the variables that influence cost performance on toll projects with turnkey contracts. The method used quantitatively uses Structural Equation Modelling (SEM) Partial Least Square (PLS). This study involved 60 respondents from the perspective of service providers ranging from general managers to administrative staff involved in toll road projects with turnkey contracts by conducting questionnaires and interviews. From the results of factors that have a positive and significant influence on cost performance from the perspective of service providers, namely planning, scheduling and execution of work, and contract conditions. It can be seen from each Relationship between constructs that the Effect of contract condition variables on cost performance variables is 0,421 and the influence of planning, scheduling, and work implementation variables on cost performance variables is 0,396 with influencing variables (exogenous) as field condition variables. The result that has the most positive and significant influence on cost performance on toll road projects with turnkey contracts is the contract condition, which is 0,421 . Changes in contract conditions or CCOs have a significant effect on cost performance and are very important for control and evaluation.
