Abstract

Pembangunan infrastruktur berkelanjutan memiliki peran penting dalam pertumbuhan suatu negara, termasuk Indonesia. Salah satu upaya pemerintah Indonesia berupaya meningkatkan kualitas penyediaan infrastruktur untuk menunjang konektivitas nasional dan meningkatkan pertumbuhan ekonomi negara dengan melibatkan badan usaha atau swasta melalui Kerjasama Pemerintah Badan Usaha (KPBU). Salah satu implementasi proyek infrastruktur transportasi yaitu Proyek KPBU Kereta Api Makassar-Parepare. Proyek dengan skema KPBU memiliki sifat yang kompleks karena masa kontrak jangka panjang dan melibatkan banyak pihak. Pada saat proses pelaksanaan pembangunan rel KA Makassar-Parepare menghadapi kendala seperti perubahan trase yang mengakibatkan kemunduran jadwal. Akibat dari kendala tersebut memungkinkan untuk muncul berbagai risiko, sehingga dalam mengatasi risiko tersebut diperlukan alokasi risiko yang tepat untuk menjadi strategi dalam penanganan risiko tersebut. Oleh karena itu, penelitian ini bertujuan untuk mengidentifikasi risiko-risiko yang terjadi pada proyek KPBU KA Makassar-Parepare dan memberikan strategi alokasi risiko yang efektif. Penelitian ini menggunakan Probability Impact Matrix (PIM) untuk mengetahui bobot dari setiap risiko, serta menggunakan fuzzy dengan program bantu untuk menghasilkan strategi alokasi risiko yang optimal. Penelitian menunjukkan 31 risiko yang relevan di proyek KPBU KA Makassar-Parepare, dalam 31 risiko tersebut terdapat sembilan risiko dominan yang memiliki kategori tinggi dan sangat tinggi. Hasil akhir sembilan risiko dominan tersebut menunjukkan tiga risiko ditanggung oleh badan usaha, dua risiko ditanggung bersama dan empat risiko lainnya ditanggung oleh pemerintah. Hasil dari penelitian ini diharapkan dapat membantu meningkatkan keberhasilan proyek KPBU KA selanjutnya di Indonesia. =============================================================================================================================
Sustainable infrastructure development has an important role in the growth of a country, including Indonesia. One of the Indonesian government's efforts is to improve the quality of infrastructure provision to support national connectivity and increase the country's economic growth by involving business or private entities through Public Private Partnership (PPP). One of the transportation infrastructure project implementations is the Makassar-Parepare Railway PPP Project. Projects with a PPP scheme have a complex nature due to the contract period is long-term and involves many stakeholders. During the process of implementing the construction of the Makassar-Parepare railway, obstacles were faced such as land acquisition and design changes at both the preparation and construction stages. Various risks have arisen as a result of these obstacles, so in overcoming these risks, appropriate risk allocation is needed as a strategy for handling these risks. Therefore, this research aims to identify the risks that occur in the Makassar-Parepare Railway PPP project and provide an effective risk allocation strategy. This research uses a Probability Impact Matrix (PIM) to determine the weight of each risk and uses fuzzy with MATLAB software tools to produce an optimal risk allocation strategy. The research shows 31 relevant risks in the Makassar-Parepare Railway PPP project, where within these 31 risks there are nine dominant risks which are in the high and very high categories. The final results of the nine dominant risks show that three risks are borne by business entities, two risks are shared with each other, and four other risks are borne by the government. It is hoped that the results of this research will help increase the success of future railway PPP projects in Indonesia.
