Abstract

Pajak memegang peranan penting dalam penerimaan Anggaran Pendapatan dan Belanja Negara (APBN). Namun, kinerja pendapatan perpajakan di Indonesia masih rendah, dilihat dari pelaporan Surat Pemberitahuan Tahunan (SPT) dan tax ratio Indonesia dibandingkan dengan negara-negara di Asia Pasifik. Pada 2017, Kementerian Keuangan Dirjen Pajak kemudian mulai mengadakan program Inklusi Kesadaran Pajak dengan memasukkan materi perpajakan dalam kurikulum pelajar untuk menanamkan kesadaran pajak sejak dini. Hingga tahun 2023, program inklusi telah diterapkan pada tingkat sekolah menengah sampai perguruan tinggi, dengan target penerapan inklusi pada sekolah dasar dapat dilakukan di tahun 2024. Dirjen Pajak menyediakan media pendukung pembelajaran berupa buku materi ajar, buku siswa dengan ilustrasi, dan media hasil kompetisi berupa komik strip dan game. Namun, beberapa media yang disediakan masih konvensional dan memiliki akses yang sulit dijangkau oleh siswa, dengan konten materi yang belum difokuskan untuk siswa sekolah dasar. Maka dari itu diperlukan media pendukung lain yang disesuaikan dengan siswa sekolah dasar sebagai alternatif media edukasi untuk membantu siswa meningkatkan pemahaman dasar perpajakan. Perancangan ini dilakukan dengan menggunakan beberapa metode, yaitu depth interview, studi literatur terhadap buku dan jurnal, studi eksisting media yang telah ada, observasi dan studi eksperimental. Metode ini bertujuan untuk mengumpulkan data secara kualitatif mengenai materi perpajakan, metode perancangan media, dan target segmentasi. Hasil dari perancangan ini berupa game dengan karakter, environment, dan gameplay yang disesuaikan dengan keperluan materi pajak dan media yang dinikmati oleh siswa sekolah dasar, yaitu informatif, eksploratif, menantang, dan kolektif. “Astronots: Rabbits in Moonderland” merupakan game platformer berbasis mobile dengan konsep gotong royong memperbaiki lingkungan dengan menggunakan pajak. Diharapkan perancangan ini dapat menjadi alternatif media pengenalan pajak kepada siswa sekolah dasar dalam rangka menanamkan pemahaman pentingnya peran pajak.

Taxes are important in receiving the State Revenue and Expenditure Budget (APBN). However, tax revenue performance in Indonesia is still low, as seen from the reporting of Annual Tax Returns (SPT) and Indonesia's tax ratio compared to countries in the Asia Pacific. In 2017, the Ministry of Finance, Director General of Taxes, began holding a Tax Awareness Inclusion program by including tax material in the student curriculum to instill tax awareness from an early age. Until 2023, the inclusion program has been implemented at secondary school to university levels, with the target of implementing inclusion in elementary schools in 2024. The Director General of Taxes provides learning support media through teaching material books, student books with illustrations, and media from competitions in comic strips and games. However, some of the media provided is still conventional and has difficult access for students, with material content that is not yet focused on elementary school students. Therefore, other supporting media needed to be adapted to elementary school students as alternative educational media to help students improve their basic understanding of taxation. This design was carried out using several methods: in-depth interviews, literature studies of books and journals, studies of existing media, and experimental studies. This method collects qualitative data regarding tax material, media design methods, and segmentation targets. The result of this design is a game with characters, environments, and gameplay that are adapted to the needs of tax material and media enjoyed by elementary school students, namely informative, exploratory, challenging, and collective. "Astronaots: Rabbits in Moonderland" is a mobile-based platformer game with the concept of cooperation to improve the environment using taxes. It is hoped that this design can be an alternative medium for introducing taxes to elementary school students to instill an understanding of the important role of taxes.
