Abstract
Proyek Pembangkit Listrik Tenaga Uap (PLTU) umumnya dilaksanakan dengan menggunakan jenis kontrak EPC karena paling sesuai dengan proyek yang bersifat output based. Proyek dengan jenis kontrak EPC ini dikenal dengan tingkat kompleksitas yang tinggi sehingga sering memicu timbulnya perselisihan antara pemilik proyek dengan kontraktor. Perselisihan antara kedua belah pihak yang tidak kunjung menemui kesepakatan menyebabkan proyek berpotensi mengalami penangguhan / temporary suspension. PT. XYZ adalah kontraktor yang mengerjakan PLTU AB yang merupakan proyek Engineering, Procurement, Construction (EPC) yang mengalami penangguhan / temporary suspension akibat construction disputes. Pelaksanaan kembali proyek PLTU AB mengalami keterlambatan dalam penyelesaiannya akibat proses manajemen risiko yang kurang baik.Penelitian ini dilakukan untuk melakukan monitoring & review terhadap risiko keterlambatan pada proyek PLTU AB yang dilakukan melalui metode Focus Group Discussion (FGD) yang melibatkan tim proyek terkait dan dipadukan dengan review terhadap dokumen proyek yang merupakan data sekunder agar penelitian menjadi lebih efektif dan memberikan hasil yang valid. Interview dan expert judgement menggunakan bow tie analysis juga dilakukan untuk merencanakan dan menentukan usulan respon terhadap risiko dominan penyebab keterlambatan penyelesaian proyek. Hasil dari penelitian menunjukan bahwa dari 30 (tiga puluh) risiko penyebab keterlambatan yang telah teridentifikasi dan dilakukan penilaian serta perencanaan respon oleh tim proyek pada saat awal pelaksanaan proyek, hanya terdapat 15 (lima belas) peristiwa risiko yang terjadi pada saat pelaksanaan proyek PLTU AB, serta terdapat 9 (sembilan) peristiwa risiko baru yang tidak teridentifikasi pada proses manajemen risiko sebelumnya. Berdasarkan penilaian tingkat risiko terhadap peristiwa risiko yang terjadi selama pelaksanaan penyelesaian proyek PLTU AB terdapat 2 (dua) peristiwa risiko yang memiliki tingkat risiko sangat tinggi yaitu kerusakan mutu stok material dan kegagalan pengujian / komisioning.

Coal Fired Steam Power Plant (CFSPP) projects are generally implemented using the EPC contract type because it is most suitable for output-based projects. Projects with this type of EPC contract are known for their high level of complexity, which often triggers disputes between project owners and contractors. Disputes between the two parties that do not meet an agreement cause the project to potentially experience a temporary suspension. PT XYZ is a contractor working on PLTU AB, which is an Engineering, Procurement, Construction (EPC) project that has experienced temporary suspension due to a construction disputes. The re-construction of the PLTU AB project has experienced delays in completion due to a poor risk management process. This research was conducted to monitor and review the risk of delay in the PLTU AB project, which was carried out through the Focus Group Discussion (FGD) method involving the relevant project team and combined with a review of project documents, which are secondary data, so that the research becomes more effective and provides valid results. Interviews and expert judgment using bow tie analysis were also conducted to plan and determine the proposed response to the dominant risk causing delays in project completion. The results of the study showed that of the 30 (thirty) risks causing delays that had been identified and assessed and response planning by the project team at the beginning of project construction, there were only 15 (fifteen) risk events that occurred during the completion of the PLTU AB project, and there were 9 (nine) new risk events that were not identified in the previous risk management process. Based on the risk level assessment of risk events that occurred during the completion of the PLTU AB project, there were 2 (two) risk events that had a very high-risk level, namely damage to the quality of material stock and testing and commissioning failure
