Abstract

PT X adalah sebuah perusahaan yang bergerak pada bidang manufaktur pada bidang produksi alat elektronik khususnya produk-produk Digital AV dan Home Appliances. Berdiri pada tahun 1960-an, PT X menyediakan berbagai layanan seperti, memproduksi dan menjual berbagai produk elektronik rumah tangga. Saat ini, perusahaan ini terbagi menjadi sepuluh departemen dan lima business unit, yaitu Finance, Procurement, Information Technology, Building Facility Managament, Human Safety and Environment, Research and Development (CC), Quality assurance, Product Engineering Center, Head Office (General Affairs & Human Resources), Audio, Laundry System , Indoor Air Quality fan and water pump, REF, dan AC. Menurut (Kemenperin, 2022), Sektor industri manufaktur memainkan peran penting dalam perekonomian Indonesia, dengan kontribusi sekitar 50% terhadap Produk Domestik Bruto (PDB) Indonesia dan pada awal tahun 2023 diharapkan dapat bertumbuh mencapai 5,36%. Untuk mewujudkan tujuan tersebut, PT X berencana untuk merancang sistem pengukuran kinerja yang sejalan dengan visi dan misi perusahaan. Penelitian ini bertujuan untuk merancang sistem pengukuran kinerja yang melibatkan perspektif keuangan, pelanggan, proses bisnis internal, dan pertumbuhan serta pembelajaran, menggunakan metode Balanced Scorecard. Metode Balanced Scorecard digunakan untuk menetapkan sasaran strategi dan Key Performance Indicators (KPI) pada tingkat perusahaan hingga tingkat departemen. Selain itu, dilakukan juga cascading sasaran strategi untuk business unit laundry system dan departemen GA & HR. Untuk mendukung proses ini, dirancang job description yang belum pernah dilakukan sebelumnya untuk business unit laundry system dan departemen GA & HR. Sasaran strategi kemudian dilanjutkan dengan proses cascading hingga KPI properties agar maksud dan tujuan KPI dapat dipahami dengan jelas. Pembobotan hasilnya bertujuan untuk mengetahui tingkat kepentingan dan prioritas perbaikan pada setiap KPI. Melalui penelitian ini, ditemukan 12 sasaran strategi yang terdiri dari 41 KPI pada tingkat perusahaan, 8 sasaran strategi dan 25 KPI pada business unit laundry system, dan 8 sasaran strategi yang terdiri dari 20 KPI pada departemen GA & HR. Selanjutnya, dilakukan pembobotan pada setiap perspektif, sasaran strategi, dan KPI menggunakan metode Analytical Hierarchy Process (AHP) dan software Expert Choice dalam pengolahan data. Peningkatan keuntungan perusahaan menjadi prioritas tertinggi dalam pembobotan KPI pada tingkat perusahaan, sementara tingkat ketepatan penggunaan anggaran menjadi prioritas tertinggi dalam pembobotan KPI pada tingkat departemen, yaitu untuk business unit laundry system dan departemen GA & HR.

PT X is a company engaged in the manufacturing sector, specializing in the production of electronic devices, particularly Digital AV products and Home Appliances. Established in the 1960s, PT X provides various services such as manufacturing and selling household electronic products. Currently, the company is divided into ten departments and five business units: Finance, Procurement, Information Technology, Building Facility Management, Human Safety and Environment, Research and Development (CC), Quality Assurance, Product Engineering Center, Head Office (General Affairs & Human Resources), Audio, Laundry System, Indoor Air Quality, Fan and Water Pump, REF, and AC. As per Kemenperin's (2022) Ministry of Industry report, the manufacturing industry sector is a significant contributor to Indonesia's economy, accounting for almost 50% of the country's GDP. The industry is predicted to expand by 5.36% by early 2023. PT X intends to create a performance measuring system that is in line with the goals and objectives of the business in order to accomplish this goal. The purpose of this study is to use the Balanced Scorecard technique to design a performance measuring system that incorporates viewpoints from internal business processes, customers, learning and growth, and finance. The Balanced Scorecard method is used to set strategic goals and Key Performance Indicators (KPIs) at both the company and department levels. Additionally, strategic goal cascading is carried out for the laundry system business unit and the GA & HR department. To support this process, job descriptions, which have not been previously established, are created for the laundry system business unit and the GA & HR department. The strategic goals are then cascaded down to the KPI properties to ensure the clarity of the KPI's purpose and objectives. The weighting of results aims to determine the importance and priority of improvements for each KPI. Through this study, 12 strategic goals consisting of 41 KPIs were identified at the company level, 8 strategic goals and 25 KPIs for the laundry system business unit, and 8 strategic goals consisting of 20 KPIs for the GA & HR department. Furthermore, the weighting of each perspective, strategic goal, and KPI was carried out using the Analytical Hierarchy Process (AHP) method and Expert Choice software for data processing. Increasing company profits became the highest priority in the KPI weighting at the company level, while the accuracy of budget usage was the highest priority in the KPI weighting at the department level for the laundry system business unit and the GA & HR department.
