Abstract

Proyek high rise building merupakan salah satu proyek konstruksi yang kompleks dan memerlukan manajemen yang efisien untuk memastikan keberhasilan dalam penyelesaian waktu dan biaya. Dalam beberapa tahun terakhir, metode produksi konstruksi yang dikenal Lean Construction yang memiliki salah satu tools yaitu Last Planner System (LPS) telah muncul sebagai pendekatan yang efektif untuk mengoptimalkan jadwal proyek dan mengurangi pemborosan. Dengan demikian, implementasi LPS pada proyek high rise building dapat membantu mencapai penyelesaian proyek yang tepat waktu dan sesuai anggaran, meskipun dihadapkan pada kompleksitas yang tinggi. Namun saat ini, proyek-proyek high rise building di Indonesia yang menerapkan LPS dalam pelaksanaannya seringkali masih mengalami hambatan dalam implementasinya. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor utama yang menghambat implementasi LPS, dan memformulasikan strategi mitigasi yang tepat untuk mengatasi hambatan implementasi LPS pada proyek high rise building menggunakan metode Fault Tree Analysis (FTA) dan Decision Making Trial and Evaluation Laboratory (DEMATEL).
Hasil dari penelitian ini menunjukkan ada 10 faktor dari basic event yang menghambat implementasi LPS. Faktor Kurangnya Komitmen untuk menggunakan LPS adalah faktor penghambat yang memiliki frekuensi terbesar terjadi di lapangan, sedangkan faktor Kurangnya Kepemimpinan adalah faktor yang paling berdampak pada hambatan Last Planner System di proyek high rise building. Usulan strategi mitigasi didapatkan dari para praktisi LPS melalui Focus Group Discussion (FGD). Ada 3 faktor penghambat yang masuk ke dalam kategori dispatcher yaitu: Komitmen untuk Menggunakan LPS, Support dari Stakeholder, Hambatan dari Top Manager terhadap Implementasi LPS ada 1 faktor Penghambat yang masuk ke dalam kategori receiver yaitu: Salah Tafsir Indikator Percent Plan Complete (PPC). Strategi mitigasi yang dapat dilakukan untuk kategori dispatcher yaitu: monitoring dan evaluasi berkelanjutan untuk memastikan bahwa sistem berjalan baik, mengidentifikasi dan mengalokasi tanggung jawab dengan jelas, pendekatan kolaboratif dan tim building yang berkomitmen pada pemecahan implementasi LPS, pemberian pelatihan LPS khusus. Sedangkan strategi mitigasi untuk kategori receiver yaitu: Penggunaan alat bantu visual, pelibatan ahli dalan penerapan LPS.

High-rise building projects are complex construction projects that require efficient management to ensure success in terms of time and cost completion. In recent years, a construction production method known as Lean Construction, which includes a tool called the Last Planner System (LPS), has emerged as an effective approach to optimize project schedules and reduce waste. Thus, the implementation of the Last Planner System (LPS) in high-rise building projects can help achieve project completion on time and within budget, despite the high level of complexity involved. However, high-rise building projects in Indonesia that implement LPS often still face obstacles in its implementation. This research aims to identify the main factors hindering the implementation of LPS and formulate appropriate mitigation strategies to overcome these obstacles in high-rise building projects using Fault Tree Analysis (FTA) and Decision Making Trial and Evaluation Laboratory (DEMATEL) methods.
The results of this research showed that there are 10 basic event factors hindering the implementation of LPS. The lack of commitment to using LPS is the factor with the highest frequency of occurrence in the field, while the lack of leadership is the factor that has the most significant impact on the obstacles to the Last Planner System in high-rise building projects. Mitigation strategies were furmulated by LPS practitioners through Focus Group Discussions (FGD). There are 3 obstacles, which were categorized as dispatchers: Commitment to Using LPS, Support from Stakeholders, and Barriers from Top Managers to Implementing LPS. One hindering factor is categorized as a receiver: Misinterpretation of Percent Plan Complete (PPC) Indicators. Mitigation strategies for the dispatcher category include continuous monitoring and evaluation to ensure the system runs well, clearly identifying and allocating responsibilities, a collaborative approach and team building committed to solving LPS implementation issues, and providing specialized LPS training. Mitigation strategies for the receiver category include the use of visual aids, involving experts in LPS implementation, and providing benchmarks of typical projects that implement LPS.
