Abstract
Banyaknya pendatang dari daerah kabupaten ke kota berdampak pada jumlah tempat tinggal. Hunian yang dulunya landed housing sekarang beralih ke vertical housing. Banyaknya penduduk tidak didukung dengan ketersediaan lahan untuk tempat tinggal, maka bangunan hunian bertingkat menjadi solusi untuk masalah ini. Proyek gedung hunian bertingkat harus mengimplementasikan konsep keberlanjutan sosial karena gedung hunian bertingkat memiliki dampak jangka panjang pada penghuni dan masyarakat sekitarnya, maka perlu dilakukan penelitian untuk mengidentifikasi faktor penghambat dalam implementasinya. Penelitian ini bertujuan untuk mengidentifikasi hambatan yang paling dirasakan tiap grup stakeholders, mengidentifikasi apaka ada perbedaan persepsi antar grup stakeholders, dan mengidentifikasi faktor-faktor penghambat dalam implementasi konsep berkelanjutan sosial pada proyek gedung hunian bertingkat di Indonesia. Penelitian ini akan menggunakan beberapa metode yaitu analisis mean, analisis varian, dan analisis faktor. Responden dalam penelitian adalah para stakeholders yang terlibat dalam proyek gedung hunian bertingkat yaitu kontraktor, konsultan, dan pemilik proyek. Temuan penelitian ini adalah dari 24 hambatan penerapan konsep keberlanjutan sosial, hambatan nomor satu adalah kurangnya pelatihan dan pendidikan mengenai keberlanjutan sosial, diikuti dengan meningkatnya biaya dalam penerapan konsep ini, dan ambiguitas dalam menerjemahkan manfaat sosial menjadi manfaat finansial. Analisis varians menunjukkan tidak terdapat perbedaan persepsi antar kelompok pemangku kepentingan mengenai mayoritas hambatan yang dirasakan. Hasil analisis faktor membentuk 5 faktor penghambat penerapan konsep keberlanjutan sosial pada proyek bangunan hunian vertikal di Indonesia, yaitu (1) faktor kompetensi dan karakter stakeholders, (2) faktor regulasi dan teknis, (3) faktor pasar, (4) faktor pemahaman stakeholders, dan (5) faktor finansial. Temuan-temuan ini dapat menjadi dasar bagi penelitian lain untuk fokus pada hambatan yang krusial dan strategi apa yang diperlukan untuk mengatasinya.

The large number of immigrants from the district to the city has an impact on housing. Dwellings that were previously landed housing have now shifted to vertical housing. The large population is not supported by the availability of land for residence, so vertical housing are a solution to this problem. Vertical residential building projects must implement the concept of social sustainability because vertical residential buildings have a long-term impact on residents and the surrounding community, so research needs to be carried out to identify barriers in its implementation. This research aims to identify the barriers faced by each stakeholder group, identify whether there are differences in perceptions between stakeholder groups, and identify inhibiting factors in implementing the concept of social sustainability in vertical residential building projects in Indonesia. This research will use several methods, namely mean analysis, variance analysis, and factor analysis. Respondents in the research were stakeholders involved in vertical residential building projects, namely contractors, consultants, and project owners. Findings of this research are out of the 24 barriers of implementing the social sustainability concept, the number one barrier is the lack of training and education regarding social sustainability, followed by the increased cost of implementing SS, and the ambiguity of translating social benefits into financial benefits. The analysis of variance shows there are no differences in perception between stakeholder groups regarding the majority of perceived barriers. The results of the factor analysis formed 5 inhibiting factors in the implementation of the social sustainability concept in vertical residential building projects in Indonesia, namely (1) stakeholder’s competency and character factor, (2) regulatory and technical factor, (3) market factor, (4) stakeholders understanding factor, and (5) financial factor. These findings can serve as the basis for another study in focusing on which barriers are critical and what strategies are needed to overcome them.
