Abstract
Construction waste masih menjadi permasalahan meskipun sudah melakukan pengelolaan waste antara lain melalui penggunaan metode prefabrikasi. Metode fabrikasi telah banyak digunakan pada konstruksi modular kapal, turbin angin, anjungan dan bangunan lepas pantai lainnya yang dibangun di galangan. Namun, kapasitas produksinya dinilai masih jauh di bawah pesaingnya dan pengelolaan waste belum efektif karena masih banyaknya waste fisik dan non fisik ditemukan. Hal tersebut memerlukan upaya pengembangan di proyek konstruksi tersebut untuk bisa berdaya saing global dan kinerjanya bisa lebih baik. Penelitian ini bertujuan untuk mendapat variabel-variabel, menganalisis faktor-faktor penyebab construction waste dan memformulasi strategi untuk meningkatkan pengelolaan construction waste prefabrikasi.
Penelitian ini dilakukan dengan pendekatan deskriptif kualitatif. Variabel yang digunakan pada studi ini diperoleh dari studi literatur dan divalidasi oleh responden melalui survei kuesioner dan wawancara dengan teknik pengambilan data purposive sampling. Proses identifikasi jenis waste menggunakan Waste Assessment Model (WAM) yang diharapkan mampu memberikan kontribusi untuk pencapaian hasil yang akurat dalam identifikasi penyebab dari jenis waste dan selanjutnya dianalisa dengan Fault Tree Analysis (FTA) untuk mendapatkan akar penyebab waste. Berdasarkan hasil analisa WAM dan Fault Tree Analysis FTA pada 7 proyek konstruksi prefabrikasi bangunan lepas pantai, didapatkan bahwa faktor penyebab construction waste terbesar adalah perubahan desain dan keterlambatan pengadaan material. Strategi pengelolaan waste yang dapat ditingkatkan untuk permasalahan perubahan desain adalah penentuan waktu desain, peningkatan koordinasi semua pemangku kepentingan desain, dan peningkatan kemampuan site engineering team. Sedangkan strategi untuk permasalahan keterlambatan pengadaan material adalah peninjauan ulang standar waktu pengadaan material mulai dari tender sampai konstruksi, peningkatan kualifikasi Supplier/Vendor serta pengembangan manajemen risiko terhadap pengadaan material.

The construction waste still becomes an issue in the construction industry, even though they have carried out waste management through the use of prefabrication method. Prefabrication method has been implemented in modular ship construction, wind turbines, platforms and other offshore buildings built in shipyards. The shipbuilding industry, which is part of Indonesia's main pillars in realizing its vision as the world's maritime axis, continues to develop. However, its production capacity is considered to be far below its competitors and waste management is not yet effective due to a lot of identified physical and non-physical waste. This phenomenon requires development efforts. in the construction project to achieve global competitiveness and better performance. This research aims to identify causes of waste variables, analyze the dominant factors and formulate strategies to improve the management of prefabricated construction waste.
This research was conducted through qualitative descriptive research. The variables were obtained from literature studies and validated by respondents through questionnaire surveys and interviews using purposive sampling techniques. The process of identifying waste types uses the Waste Assessment Model (WAM) which is able to contribute to achieving accurate results in identifying the causes of waste types and then analyzed using Fault Tree Analysis (FTA) to obtain the root cause of the waste. Based on the results of WAM and FTA analysis on 7 prefabricated offshore building construction projects, it was found that the biggest factors causing construction waste were design changes and delays in material procurement. Waste due to design change could be improved by determining design time, increasing coordination of all design stakeholders, and increasing the capability of the site engineering team. Meanwhile, the strategy for the problem of delays in material procurement is reviewing standard material procurement times from tender to construction, improving supplier/vendor qualifications and developing risk management for material procurement.
