Abstract
Institut Teknologi Sepuluh Nopember (ITS) sejak tahun 2014 ditetapkan sebagai Perguruan Tinggi Badan Hukum (PTN-BH) mengemban amanah yaitu mampu melakukan pengelolaan secara otonom di bidang akademik, norma dan kebijaksanaan operasional serta pelaksanaan organisasi, keuangan, kemahasiswaan, ketenagaan, serta sarana prasarana. Sebagai PTN-BH, ITS dituntut untuk dapat mengolah keuangan dan sumber daya secara mandiri dengan baik. Salah satu cara mendapatkan pendapatan secara mandiri adalah dengan memanfaatkan dan mengoptimalkan aset yang dimiliki oleh ITS, termasuk lahan-lahan yang saat ini masih dalam kondisi kosong. Dalam master plan ITS sudah ditetapkan area yang akan dikembangkan sebagai area komersial. Salah satu area berada di sisi selatan kampus ITS, yaitu di Jalan Arief Rahman Hakim, Keputih, Sukolilo, Surabaya. Lahan milik ITS ini memiliki luas 3.751 m2 yang siap dikembangkan sebagai area komersial. Tugas Akhir ini bertujuan untuk menganilisis penggunaan lahan tersebut agar memberikan produktivitas yang maksimum. Alternatif penggunaan lahan didapatkan dengan analisis pasar dan pengamatan perkembangan properti di sekitar objek penelitian. Analisis produktivitas maksimum akan menggunakan metode highest and best use dengan beberapa variabel yaitu aspek legal yang meliputi zoning dan building code; aspek fisik yang meliputi lokasi lahan, ukuran & bentuk lahan, aksesibilitas lahan, dan preliminary design; aspek finansial yang meliputi perencanaan biaya investasi, perencanaan pendapatan, perencanaan pengeluaran, dan analisis arus kas; serta aspek produktivitas maksimum untuk menentukan nilai lahan tertinggi. Dari hasil penelitian ini didapatkan tiga alternatif properti penggunaan lahan, yaitu hotel, pertokoan, dan food court. Dari ketiga alternatif tersebut, penggunaan lahan sebagai properti komersial hotel merupakan alternatif bangunan dengan penggunaan tertinggi dan terbaik bagi lahan objek penelitian ini. Alternatif properti komersial hotel memiliki nilai lahan sebesar Rp244.393.113.664 dengan persentase kenaikan nilai lahan adalah sebesar 195% dari nilai lahan awal.

The Sepuluh Nopember Institute of Technology (ITS) since 2014 was designated as a State Higher Education Institution of Incorporated Legal Entity (PTN-BH) carrying out the mandate of being able to carry out autonomous management in the academic fields, operational norms, and policies as well as the implementation of organization, finance, student affairs, personnel and infrastructure. As a PTN-BH, ITS is required to be able to manage finances and resources independently well. One way to earn income independently is by utilizing and optimizing the assets owned by ITS, including land that is currently still empty. In the ITS master plan, the area that will be developed as a commercial area has been determined. One area is on the south side of the ITS campus, namely on Jalan Arief Rahman Hakim, Keputih, Sukolilo, Surabaya. This land owned by ITS has an area of 3,751 m2 which is ready to be developed as a commercial area. This final assignment aims to analyze land use to provide maximum productivity. Alternative land uses are obtained by market analysis and observing property developments around the research object. Maximum productivity analysis will use the highest and best use method with several variables, namely legal aspects which include zoning and building codes; physical aspects which include land location, land size & shape, land accessibility, and preliminary design; financial aspects which include investment cost planning, income planning, expenditure planning, and cash flow analysis; as well as the maximum productivity aspect to determine the highest land value. From the results of this research, three alternative land use properties were obtained, which are hotels, shops and food courts. Of the three alternatives, the use of land as commercial property hotels is the alternative with the highest and best use for the land for the object of this research. Commercial property alternative hotels has a land value of IDR244.393.113.664 with a percentage increase in land value of 195% of the initial land value.
