Abstract

Pelaksanaan program Corporate Social Responsibility (CSR) adalah kewajiban bagi setiap korporasi sesuai dengan UU No. 40 Tahun 2007 tentang Perseroan Terbatas. PT Indonesia Power berkomitmen untuk mematuhi kebijakan tersebut dengan melaksanakan berbagai program CSR yang bertujuan untuk memberikan dampak positif bagi masyarakat dan lingkungan. Komitmen tersebut tercermin dalam pencapaian perusahaan tersebut yang memperoleh predikat PROPER Emas pada tahun 2021-2023. Salah satu program CSR yang diimplementasikan oleh PT Indonesia Power Grati adalah Desa Mandiri Energi yang bertujuan untuk mengubah kotoran sapi menjadi energi biogas di Desa Balunganyar, Kabupaten Pasuruan. Untuk menilai sejauh mana kontribusi program tersebut terhadap masyarakat, dibutuhkan riset untuk mengidentifikasi bagaimana pelaksanaan program CSR Desa Mandiri Energi. Penelitian ini bertujuan untuk mengkaji dampak sosial-ekonomi dan lingkungan program CSR tersebut. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus. Teknik pengambilan data menggunakan observasi, in-depth interview dan studi dokumen. Pemilihan informan ditentukan dengan teknik purposive sampling dan snowball sampling. Hasil penelitian menunjukkan PT Indonesia Power UBP Grati melaksanakan program Desa Mandiri Energi pada tahun 2009-2020. Mekanisme program dilakukan dengan skema hibah instalasi biodigester skala rumah tangga serta melakukan pemantauan dan pendampingan biodigester. Dampak sosial-ekonomi dari program tersebut adalah penurunan konflik mengenai pengelolaan limbah antar desa, penurunan tingkat pengeluaran rumah tangga, dan penurunan penggunaan gas LPG 3KG. Namun demikian, ditemukan juga hasil kontra produktif yaitu munculnya konflik mengenai ketidakseimbangan partisipasi antar pengguna biodigester dan ketergantungan masyarakat terhadap PT Indonesia Power UBP Grati dalam pemeliharaan biodigester. Dampak lingkungan yang teridentifikasi adalah transisi penggunaan AMDK untuk konsumsi minum, penurunan jumlah volume kotoran sapi di drainase dan pengurangan kebiasaan pembuangan kotoran sapi sembarangan. Walaupun demikian, keberadaan biodigester tidak berpengaruh signifikan terhadap penurunan pencemaran udara karena masih banyak masyarakat yang menumpuk, membakar dan membuang kotoran sapi ke drainase.

The implementation of Corporate Social Responsibility (CSR) programmes is an obligation for every corporation in accordance with Law No. 40 of 2007 concerning Limited Liability Companies. PT Indonesia Power is committed to complying with this policy by implementing various CSR programmes that aim to have a positive impact on society and the environment. This commitment is reflected in the company's achievement of obtaining the Gold PROPER predicate in 2021-2023. One of the CSR programmes implemented by PT Indonesia Power Grati is Desa Mandiri Energi, which aims to convert cow dung into biogas energy in Balunganyar Village, Pasuruan Regency. To assess the extent to which the programme contributes to the community, research is needed to identify how the implementation of the Desa Mandiri Energi CSR programme. This study aims to assess the socio-economic and environmental impacts of the CSR programme. The method used is qualitative with a case study approach. Data collection techniques used observation, in-depth interviews and document studies. The selection of informants was determined by purposive sampling and snowball sampling techniques. The results showed that PT Indonesia Power UBP Grati implemented the Energy Independent Village programme in 2009-2020. The programme mechanism is carried out with a household-scale biodigester installation grant scheme and conducts biodigester monitoring and mentoring. The socio-economic impact of the programme was a decrease in conflict over waste management between villages, a decrease in household expenditure levels, and a decrease in the use of 3KG LPG gas. However, counter-productive results were also found, namely the emergence of conflicts regarding the imbalance of participation between biodigester users and community dependence on PT Indonesia Power UBP Grati in maintaining biodigesters. Environmental impacts identified were the transition to the use of bottled water for drinking consumption, a decrease in the volume of cow dung in the drainage and a reduction in the habit of careless disposal of cow dung. However, the presence of the biodigester did not have a significant effect on reducing air pollution because many people still burn and throw cow dung into the drainage.
