Abstract

This research aims to design an optimal facility layout for departments at the Institut Teknologi Sepuluh Nopember (ITS) to improve operational efficiency and service quality. Inefficient layouts can hinder workflow, communication, and productivity in academic environments. The methods used are Systematic Layout Planning (SLP) and Graph Theory. Data collection was conducted through direct observation, interviews with key stakeholders from the Biology, Physics Engineering, and Naval Architecture departments, and literature review. The collected data included departmental business processes, resource flows, daily activity frequencies, and space requirements for various facilities. Analysis results show that teaching activities, research, and academic administration have the highest frequency in material handling. Teaching involves faculty movement 3-5 times daily, practicum once daily, and research 5-7 times daily. Academic administration includes document movement 10-20 times daily. The design process generated four layout alternatives: two from the SLP method and two from Graph Theory. Each alternative was analyzed based on inter-facility distances using the rectilinear method, movement moments, and material handling costs. Calculations included facility center coordinates, inter-floor distances, and movement costs per meter. The selected alternative is SLP Alternative 1, with the lowest total material handling cost of Rp 34,399,989.55. This layout consists of two floors, with student areas on the first floor and administrative areas on the second floor, maximizing efficiency and user comfort. The proposed layout is expected to improve resource movement efficiency, minimize transfer time between facilities, and increase productivity in academic and administrative activities in ITS departments. For future research, it is recommended to apply additional validation methods, expand the case study to other departments or institutions, and adapt more efficient algorithms in graph theory to improve accuracy and efficiency in the layout design process.
