Abstract

Kanker menjadi masalah kesehatan yang mendesak di Indonesia. Dalam meningkatkan perawatan kanker di Indonesia, Rumah Sakit Kanker Dharmais Jakarta merencanakan pembangunan Tower C yang memfasilitasi radioterapi tambahan, poliklinik, pusat penelitian, dan rawat inap. Namun, proyek ini dihadapkan pada sejumlah tantangan, termasuk keterbatasan anggaran, kompleksitas teknis, dan tekanan waktu yang berpotensi menyebabkan penundaan signifikan dalam proyek konstruksi. Untuk mengatasi tantangan ini, pengendalian penjadwalan menjadi krusial dalam mengatur kegiatan proyek. Meskipun proyek Rumah Sakit Kanker Dharmais Jakarta telah mencapai progress yang diharapkan, pemerintah pusat menekankan urgensi percepatan proyek agar fasilitas dapat segera beroperasi dan memberikan pelayanan kanker yang efektif di Indonesia. Proyek yang dimulai pada minggu kedua Oktober 2022 ini direncanakan selesai pada minggu ketiga September 2024. Namun, proyek mengalami keterlambatan dengan deviasi -14,53% pada pekerjaan struktur. Untuk mengatasi keterlambatan ini, diterapkan metode Time Cost Trade Off (TCTO) yang berfokus pada percepatan proyek melalui penambahan jumlah pekerja dan jam kerja lembur untuk meminimalkan biaya tambahan. Hasil analisis TCTO menunjukkan bahwa dengan iterasi percepatan dari iterasi 1 hingga iterasi 5, durasi proyek dapat dipercepat dengan efisiensi berkisar antara 3,52% hingga 23,62%. Biaya proyek setelah percepatan juga mengalami penurunan dengan efisiensi berkisar antara 0,669% hingga 3,568%. Melalui pendekatan TCTO, durasi proyek dapat dipercepat hingga 47 hari lebih cepat dengan biaya yang lebih rendah sebesar Rp3.176.517.374 dibandingkan biaya total normal. Pendekatan ini diharapkan dapat meningkatkan efisiensi waktu dan biaya dalam pembangunan Tower C Rumah Sakit Kanker Dharmais, sehingga fasilitas ini dapat segera beroperasi untuk memberikan pelayanan kesehatan kanker yang optimal di Indonesia.

Cancer has become a pressing health issue in Indonesia. In an effort to improve cancer care in the country, Rumah Sakit Kanker Dharmais Jakarta has planned the construction of Tower C, which will facilitate additional radiotherapy services, polyclinics, a research center, and inpatient care. However, this project faces several challenges, including budget constraints, technical complexities, and time pressures that could lead to significant delays in the construction process. To address these challenges, scheduling control is crucial in managing project activities. Although the Rumah Sakit Kanker Dharmais Jakarta project has made expected progress, the central government emphasizes the urgency of accelerating the project so that the facility can quickly become operational and provide effective cancer treatment in Indonesia. The project, which began in the second week of October 2022, is scheduled for completion in the third week of September 2024. However, the project has experienced delays with a -14.53% deviation in structural work. To address these delays, the Time Cost Trade Off (TCTO) method was applied, focusing on project acceleration through increased workforce and overtime hours to minimize additional costs. TCTO analysis results show that with acceleration iterations from iteration 1 to iteration 5, the project duration can be reduced with efficiency ranging from 3.52% to 23.62%. The project costs after acceleration also decreased with efficiencies ranging from 0,669% to 3,568%. Through the TCTO approach, the project duration can be accelerated by up to 47 days faster with a cost savings of Rp3.176.517.374 compared to the total normal costs. This approach is expected to improve time and cost efficiency in the construction of Tower C at Rumah Sakit Kanker Dharmais, allowing the facility to quickly become operational and provide optimal cancer care in Indonesia.
