Abstract
Rumah Sakit X merupakan rumah sakit yang memiliki fasilitas Poliklinik Eksekutif didalamnya. Poliklinik Eksekutif terbilang masih belum memenuhi target berdasarkan jumlah kedatangan pasien, sehingga perlu adanya pengembangan manajemen kinerja dikarenakan tidak adanya sistem pengukuran kinerja yang diterapkan dalam Poliklinik Eksekutif. Peneliti akan merancang indikator kinerja untuk poli eksekutif menggunakan metode Balanced Scorecard, karena dalam Balanced Scorecard terdapat empat perspektif yang dapat digunakan untuk merancang sistem pengukuran kinerja berupa Key Performance Indicator, dan salah satu perspektif adalah proses bisnis internal, dimana sesuai dengan permasalahan yang dihadapi oleh Poliklinik Eksekutif. Perancangan sistem pengukuran kinerja diawali dengan penentuan sasaran strategi dari Rumah Sakit X, yang nantinya akan menjadi acuan untuk merancang KPI dari Poliklinik Eksekutif. Sasaran strategis Rumah Sakit X didasarkan pada visi, misi, dan tujuan rumah sakit. Diidentifikasi 15 sasaran strategi, masing-masing perspektif: dua dari perspektif keuangan, empat dari perspektif proses bisnis internal, enam dari perspektif pelanggan, dan tiga dari pembelajaran dan pertumbuhan. Dari ke-15 sasaran strategi tersebut pula dihasilkan 49 KPI untuk Rumah Sakit X. Kemudian setelah mengetahui sasaran strategi rumah sakit, digunakan Cascading untuk menentukan sasaran strategis yang sesuai untuk Poliklinik Eksekutif. Setelah menyusun sasaran strategis Poliklinik Eksekutif, maka perlu dibuat peta strategi Poliklinik Eksekutif. Terdapat empat sasaran strategi, dengan penjelasan masing-masing perspektif memiliki satu sasaran strategi. Dari ke-empat sasaran strategi tersebut pula dihasilkan 9 KPI untuk Poliklinik Eksekutif. Indikator pengukuran kinerja untuk Poliklinik Eksekutif dirancang bersama pemegang jabatan di Rumah Sakit X dengan mempertimbangkan sasaran strategi dari Poliklinik Eksekutif. Setelah mendapatkan rancangan KPI, indikator pengukuran yang dirancang diberi bobot menggunakan Kalkulator AHP. Pembobotan ini dilakukan untuk mengidentifikasi bobot dari perspektif Balanced Scorecard, sasaran strategi Poliklinik Eksekutif, bobot KPI lokal, dan bobot KPI global. Bobot KPI global digunakan untuk menentukan prioritas KPI yang mempunyai pengaruh paling besar terhadap keberhasilan kinerja Poliklinik Eksekutif. Penetapan prioritas divisualisasikan dengan menggunakan Chart, dimana menunjukkan bahwa KPI yang paling berpengaruh adalah kunjungan pasien ke unit pelayanan dan Net Profit Margin.

Hospital X is a hospital that has Executive Polyclinic facilities in it. It is said that the Executive Polyclinic has not yet met its target based on the number of patient arrivals, so it is necessary to develop performance management because there is no performance measurement system implemented in the Executive Polyclinic. Researchers will design performance indicators for executive polyclinics using the Balanced Scorecard method, because in the Balanced Scorecard there are four perspectives that can be used to design a performance measurement system in the form of Key Performance Indicators, and one perspective is the internal business process, which is in accordance with the problems faced by the Polyclinic Executive. Designing a performance measurement system begins with determining strategic targets for Hospital X, which will later become a reference for designing KPIs for the Executive Polyclinic. Hospital X's strategic goals are based on the hospital's vision, mission and goals. Identified 15 strategic goals, each perspective: two from a financial perspective, four from an internal business process perspective, six from a customer perspective, and three from learning and growth. From these 15 strategic targets, 49 KPIs were also produced for Hospital After developing the strategic targets for the Executive Polyclinic, it is necessary to create a strategy map for the Executive Polyclinic. There are four strategic targets, with an explanation that each perspective has one strategic target. From these four strategic targets, 9 KPIs were also produced for the Executive Polyclinic. Performance measurement indicators for the Executive Polyclinic were designed together with office holders at Hospital X taking into account the strategic goals of the Executive Polyclinic. After obtaining the KPI design, the designed measurement indicators are weighted using the AHP Calculator. This weighting was carried out to identify weights from the Balanced Scorecard perspective, Executive Polyclinic strategic targets, local KPI weights, and global KPI weights. Global KPI weights are used to determine KPI priorities that have the greatest influence on the successful performance of the Executive Polyclinic. Priority setting is visualized using the Chart, which shows that the most influential KPIs are patient visits to service units and Net Profit Margin.
