Abstract
============================================================
In 2020, Indonesia ranked fifth as the largest waste producing country in the world. In Indonesia, the largest waste composition is organic waste, especially food waste. To date, many efforts have been made by the Indonesian government to reduce food waste, such as providing applications to prevent food waste and collaborating across sectors, as well as focusing on the issue of food waste and equal access to food by distributing excess food to underprivileged residents. This research model is built based on the Theory of Planned Behavior combined with environmental knowledge. This research is a quantitative study with primary data generated through the distribution of questionnaires online and offline. The questionnaire received 213 respondents in the form of the general public in Surabaya. The results of data collection from the questionnaire were processed and analyzed using Partial Least Squares-Structural Equation Modeling (PLS-SEM) using SmartPLS 4.0 software. The results of this study reveal that environmental knowledge does not have a significant effect on attitudes toward food waste and perceived behavioral control. In addition, the relationship between variables has a positive and significant effect. This research can provide insight and description regarding the behavior of the general public in Surabaya which can be used as a program development by social foundations or the government specifically to handle the problem of food waste.
