Abstract

Antrean yang terjadi pada Terminal Berlian pada umumnya disebabkan oleh beberapa faktor, salah satu dari faktor tersebut disebabkan karena volume muatan yang relatif meningkat dari tahun sebelumnya. Tidak hanya faktor tersebut yang menjadi penyebab antrean pada kawasan terminal, faktor lainnya diantaranya kapal yang bersandar menunggu muatan dari depo ataupun lapangan penumpukan dalam kegiatan bongkar dan muat, terjadinya bentrokan antar truk pada lapangan penumpukan Ketika kegiatan operasional tersebut berlangsung, serta alat bongkar muat berupa Harbour Mobile Crane (HMC) yang bermasalah maupun terjadi kendala pada saat kegiatan bongkar dan muat. Hal tersebut mengakibatkan kerugian atas waktu maupun biaya dari pihak pemilik barang maupun pihak terminal itu sendiri. Oleh karena itu, Penelitian ini bertujuan untuk mengurangi antrean di terminal tersebut dengan meningkatkan kapasitas pada infrastruktur terminal dan mengoptimalisasikan proses pada kegiatan operasional terminal. Metode yang digunakan yaitu simulasi diskrit dengan bantuan software anylogic. Hasil simulasi yang telah dilakukan pada kegiatan operasional di terminal tersebut yang memenuhi kondisi dan memungkinkan untuk dapat dilakukan yaitu dengan menerapkan skenario 5 dengan menambahkan satu buah unit Rubber Tyred Gantry (RTG) pada lapangan penumpukan dan menambahkan satu buah unit Harbour Mobile Crane (HMC) pada area dermaga. Alat pada lapangan penumpukan tersebut mampu melayani 32.850 box/tahun dan Alat pada dermaga tersebut mampu melayani 58.400 box/tahun. Adapun dampak akibat dari penambahan alat tersebut mampu menurunkan waktu tunggu rata-rata antrean sebesar 49%, menurunkan waktu dalam sistem sebesar 39% dan juga menurunkan kerugian biaya bahan bakar sebesar 24% dari kondisi saat ini.

Queues that occur at the Berlian Terminal are generally caused by several factors, one of which is due to the relatively increased volume of cargo from the previous year. Not only are these factors the cause of queues in the terminal area, other factors include ships docked waiting for cargo from the depot or the stacking yard during loading and unloading activities, clashes between trucks in the stacking yard when operational activities are taking place, as well as loading and unloading equipment in the form of a harbor. Harbour Mobile Crane (HMC) which has problems or problems during loading and unloading activities. This results in loss of time and costs for both the goods owner and the terminal itself. Therefore, this research aims to reduce queues at the terminal by increasing capacity in terminal infrastructure and optimizing processes in terminal operational activities. The method used is discrete simulation with the help of anylogic software. The results of the simulation that has been carried out on operational activities at the terminal that meet the conditions and make it possible to carry it out are by implementing scenario 5 by adding one Rubber Tyred Gantry (RTG) unit to the stacking yard and adding one Harbor Mobile Crane (HMC) unit to the dock area. The equipment at the stacking yard is capable of serving 32.850 boxes/year and the equipment at the dock is capable of serving 58.400 boxes/year. The impact resulting from the addition of this tool was able to reduce the average waiting time in queues by 49%, reduce time in the system by 39% and also reduce fuel cost losses by 24% from current conditions.
