Abstract

Setelah beroperasi lebih dari 20 tahun, fasilitas migas lepas pantai di kawasan Selat Makassar telah melewati masa produktifnya. Pada kondisi seperti itu, operasi lapangan harus dihentikan dan fasilitas produksi harus ditutup. Kegiatan penonaktifan/decommisioning merupakan kegiatan tahap akhir dari eksplorasi sumur migas yang sudah tidak produktif atau tidak layak operasi. Sebelum melakukan kegiatan decommissioning, Penilaian risiko lingkungan perlu dilakukan untuk meninjau risiko lingkungan yang mungkin timbul dari tindakan decommissioning tersebut. Penilaian risiko lingkungan dilakukan untuk mengukur dan mengetahui potensi bahaya bagi lingkungan akibat kegiatan decommissioning khususnya terhadap air laut. Metode yang digunakan yaitu dengan analisis HAZID (Hazard Identification) kemudian dilakukan studi literatur terkait kajian degradasi material dan laju korosi dari pipa serta penentuan kualitas mutu air dengan metode indeks pencemaran. Hasil analisis kemudian dibuat dalam matriks risiko dengan mempertimbangkan nilai kekerapan dan keparahan dari potensi risiko lingkungan. Hasil studi menunjukkan bahwa kegiatan decommissioning tidak berpotensi merubah kualitas air laut eksisting yang berada dalam kategori baik atau memenuhi baku mutu sehingga hasil analisis risiko lingkungan dari kegiatan decommissioning fasilitas migas lepas pantai di kawasan Selat Makassar termasuk ke dalam kategori risiko rendah.

After operating for more than 20 years, offshore oil and gas facilities in the Makassar Strait area have passed their productive period. In such conditions, field operations must be stopped and production facilities must be closed. Decommissioning activities are the final stage of exploration of oil and gas wells that are no longer productive or unfit for operation. Before carrying out decommissioning activities, an Environmental Risk Assessment needs to be carried out to review the environmental risks that may arise from the decommissioning action. An Environmental Risk Assessment is carried out to measure and determine the potential dangers to the environment due to decommissioning activities, especially to seawater. The method used is the HAZID (Hazard Identification) analysis, then a literature study is carried out related to the study of material degradation and corrosion rates of pipes and determination of water quality using the pollution index method. The results of the analysis are then made into a risk matrix by considering the frequency and severity values ​​of potential environmental risks. The results of the study show that decommissioning activities do not have the potential to change the quality of existing seawater which is in the good category or meets quality standards so that the results of the environmental risk analysis from the decommissioning activities of offshore oil and gas facilities in the Makassar Strait area are included in the low risk category.
