Abstract

Peningkatan jumlah penduduk yang terkonsentrasi di kawasan perkotaan memicu timbulnya berbagai permasalahan lingkungan di perkotaan. Kota Samarinda termasuk perkotaan padat penduduk yang memiliki berbagai permasalahan lingkungan, seperti
kurangnya ketersediaan Ruang Terbuka Hijau (RTH) dan kualitas air permukaan yang belum memenuhi baku mutu. Permasalahan ini dalam jangka panjang dapat menurunkan kualitas kesehatan masyarakat karena lingkungan yang tidak sehat. Untuk mengatasi permasalahan tersebut perlu dilakukan upaya memperbaiki dan restorasi lingkungan agar tercipta lingkungan yang ideal. Pada perencanaan ini akan dibuat konsep pemulihan lingkungan dengan memanfaatkan zona riparian yang saat ini mulai terganggu fungsinya akibat ulah manusia. Lokasi perencanaan berada pada Kawasan Arboretum Sempaja, Kota Samarinda, Kalimantan Timur. Tujuan dilakukan perencanaan yaitu untuk mendesain ekoriparian di Kawasan rboretum sempaja, lengkap dengan konsep pemberdayaan dan biaya konstruksi yang dibutuhkan. Metode perencanaan dilakukan dengan pengumpulan data primer dan sekunder yang akan dijadikan dasar perencanaan. Data primer meliputi persepsi masyarakat terhadap
pengembangan kawasan depan ekoriparian dan permasalahan lingkungan yang terjadi. Data sekunder meliputi kondisi eksisting lokasi perencanaan, SR terlayani, kualitas influen, baku mutu, dan HSPK. Perencanaan ekoriparian menggunakan konsep community based design dengan tetap mempertimbangkan sustainability concept. Ekoriparian yang direncanakan terdiri dari tiga zona, zona inti, zona penyangga, dan zona pengembangan. Pada zona inti terdapat IPAL dengan kapasitas 144 m3
/hari yang berfungsi mengolah grey water dari pemukiman dan limbah domestik dari kegiatan operasional ekoriparian agar memenuhi baku mutu. Zona penyangga seluas 48 m2 terdiri dari area hidroponik yang didalamnya terdapat gazebo sebagai tempat istirahat. Zona pengembangan seluas 194 m2 terdiri dari playground, area olahraga, tempat duduk view kolam pemancingan, community center, taman baca, foodcourt, dan mushola. Tahapan implementasi proyek ekoriparian terdiri dari persiapan dan pengkajian, perencanaan, pra-konstruksi, konstruksi tahap 1, operasional tahap 1, konstruksi tahap 2, dan keberlanjutan. Dalam setiap tahapan implementasi, masyarakat akan dilibatkan secara aktif bukan hanya objek yang diberi pengarahan. Biaya yang dibutuhkan untuk pembangunan ekoriparian tahap 1 adalah sebesar Rp.4.153.295.800,00 dan untuk pembangunan tahap 2 membutuhkan biaya sebesar Rp.311.354.600,00.

The concentrated increase of population in urban areas have cause many environmental issues. Samarinda City is a densely populated urban area that has various environmental issues, such as the lack of availability of green open space and the quality of surface water that has yet to meet the quality standards. In the long term, these issues can reduce the public's life health quality due to an unhealthy environment. To overcome these problems, it is viewed necessary
to improve and restore the environment in order to create an ideal environment. In this plan, the concept of environmental restoration will be made by utilizing riparian zones which are currently starting to be disrupted due to human activities. The planning location is in the Sempaja Arboretum Area, Samarinda City, East Kalimantan. The purpose of the planning is to design an ecoriparian in the Sempaja Arboretum Area, complete with its empowerment concept and the required construction costs.The planning method is carried out by collecting primary and secondary data which will be used as the basis of the planning. Primary data includes community perceptions of the development of ecoriparian and environmental problems that are currently taking place . Secondary data includes the existing condition of the planning location, number of households served, domestic wastewater influent quality, quality standards of domestic wastewater and standard cost of work . This Ecoriparian plan is deploying the concept of community based design while still putting the sustainability concept into consideraton. The planned ecoriparian consists of 3 zones: core zone, buffer zone, and development zone. At the core zone, WWTP with 144 m3 /day of capacity is built to treat grey water from the community and the domestic wastewater from ecoriparian operational activity to conform the wastewater effluent quality standards. The buffer zone of 48 m2 consist of hydroponic area with gazebo inside the area which is used for rest area. The Development zone of 194 m2 consist of playground, sports area, seating around fishing pond, community center, reading corner, foodcourt, and prayer room. Ecoriparian project implementation stages consist of preparation and assessment, planning, pre�construction, stage 1 construction, operation stage 1, construction stage 2, and sustainability program. Community will be actively involved in each project implementation stages, instead of just an object being pointed at. The estimated cost required for the eco-riparian development phase 1 is Rp.4,153,295,800,00 and for the construction phase 2 is Rp.311,354,600,00.
