Abstract
Peningkatan jumlah sampah dari tahun ke tahun harus diringi dengan pengeloaan sampah yang baik, salah satunya dengan pengolahan di TPS 3R. TPS 3R Rahayu adalah salah satu yang paling aktif beroperasi di Kabupaten Trenggalek. Selama pengoperasiannya terdapat beberapa permasalahan, yaitu belum optimalnya pengolahan timbulan sampah organik dan kurangnya pemasukan dana dari iuran pelanggan yang menyebabkan kurangnya upah pekerja. Maka dilakukan perencanaan pengembangan proses komposting sampah organik menggunakan larva BSF. Perencanaan diawali kegiatan sampling data timbulan sampah menggunakan load count analysis dan penentuan densitas serta komposisi sampah. Diketahui timbulan sampah rata-rata TPS 3R adalah 632,67 kg/hari dengan nilai densitas sampah campuran sebesar 205,2 kg/m3 dan didominasi sampah organik dengan persentase 84 %. Selanjutnya dilakukan penentuan recovey factor dan analisis mass balance dari data hasil pilot test budidaya larva. Berdasarkan analisis mass balance, dari jumlah sampah masuk 632,67 kg/hari (100%) akan berpotensi dihasilkan kompos sebanyak 152,8 kg/hari (28,94 %), produk larva 274,63 kg/hari (51,97%), sampah lapak 34,37 kg/hari (5,43%), dan residu yang dibuang ke TPA 140,06 kg/hari (22,14%). Data dari mass balance kemudian menjadi acuan dalam perencanaan. Pada skenario desain terpilih, kapasitas sampah yang dikelola TPS 3R sebanyak 909,31 kg/hari. Untuk mencapai hal tersebut TPS 3R membutuhkan dana investasi awal sebesar Rp 25.161.570, dana operasional Rp. 411.827.472/tahun, dana pemeliharaan Rp. 3.319.356/tahun, serta dapat menghasilkan potensi pendapatan sebesar Rp. 948.320.367 /tahun. Besarnya potensi pendapatan mengakibatkan dana iuran dari pelanggan dapat diturunkan sampai Rp 0 dengan pertimbangan tertentu. Hasil analisis BCR dan NPV juga menunjukkan bahwa rencana pengembangan layak dijalankan. Hal ini didukung adanya partisipasi masyarakat serta potensi pasar kompos dan larva yang luas.

The increase in the amount of waste from year to year must be accompanied by good waste management, one of which is processing at 3R TPS. TPS 3R Rahayu is one of the most actively operating in Trenggalek Regency. During its operation, there were several problems, namely the not optimal processing of organic waste generation and the lack of income from customer contributions which led to a lack of worker wages. So planning the development of organic waste composting process using BSF larvae. Planning begins with sampling data on waste generation using load count analysis and determining the density and composition of waste. It is known that the average waste generation at 3R TPS is 632.67 kg/day with a mixed waste density value of 205.2 kg/m3 and is dominated by organic waste with a percentage of 84%. Subsequently, the recovery factor and the mass balance analysis were determined from the data from the pilot test for larval cultivation. Based on the mass balance analysis, the amount of incoming waste is 632.67 kg/day (100%) it will potentially produce compost as much as 152.8 kg/day (28.94 %), larval product 274.63 kg/day (51.97%) , 34.37 kg/day (5.43%) of valuable waste, and 140.06 kg/day (22.14%) of residue disposed to landfill. Data from the mass balance then becomes a reference in planning. In the selected design scenario, the capacity of waste managed by TPS 3R is 909.31 kg/day. To achieve this, TPS 3R requires an initial investment of Rp. 25,161,570, operational funds of Rp. 411,827,472/year, maintenance fund Rp. 3,319,356/year, and can generate a potential income of Rp. 948,320,367/year. The amount of potential income causes the contribution fund from customers to be reduced to Rp. 0 with certain considerations. The results of the BCR and NPV analysis also show that the development plan is feasible. This is supported by the participation of the community as well as the potential for a broad market for compost and larvae.
