Abstract

TPS 3R Lampu Padang yang berlokasi di Desa Gondang, Kecamatan Tugu mengolah sampah organik menggunakan metode komposting. Sebagian besar pengolahannya dari sampah kebun, sedangkan sampah makanannya banyak yang tidak terolah. Metode komposting konvensional di sisi lain memiliki kekurangan yaitu memerlukan proses yang lama, sulit untuk menghilangkan bau. Salah satu metode pengolahan sampah organik seperti sisa makanan dapat menggunakan metode biokonversi dengan memanfaatkan larva Black Soldier Fly (BSF). Upaya pengembangan pengolahan sampah organik dengan budidaya Black Soldier Fly (BSF) dilakukan untuk meningkatkan efisiensi pengolahan, memperpanjang umur operasional serta meningkatkan kondisi finansialnya. Oleh karena itu, tujuan perencanaan pengembangan ini untuk mengetahui kondisi eksisting pengelolaan sampah di TPS 3R, mengidentifikasi timbulan yang masuk ke TPS 3R Lampu Padang dan merencanakan pengembangan Budidaya BSF di
TPS 3R Lampu Padang serta analisis finansialnya. Perencanaan pengembangan ini terlebih dahulu dilakukan pengumpulan data antara lain, kondisi eksisting, karakteristik sampah, densitas sampah, dan recovery factor. Langkah selanjutnya adalah menentukan cakupan pelayanan serta proyeksi pelanggan, kesetimbangan massa, mendesain fasilitas budidaya BSF dalam pengembangan TPS 3R serta menghitung kebutuhan tenaga kerja. Kemudian, untuk aspek finansial dilakukan dengan menghitung biaya investasi, biaya operasional dan pemeliharaan serta potensi pendapatan guna menentukan kelayakan finansial dengan metode Net Present Value (NPV). Skenario desain yang terpilih, TPS 3R akan melayani sekitar 1.679 jiwa atau 420 KK pada tahun 2032 dengan timbulan sampah sebesar 760,04 kg/hari atau 2,89 m3 /hari. Laju timbulan sampah yang didapatkan dari di TPS 3R ini sebesar 0,503 kg/orang.hari. Densitas sampah di TPS 3R Lampu Padang sebesar 263 kg/m3
. Kesetimbangan massa sampah hasil perencanaan pengembangan di TPS 3R Lampu Padang yaitu sampah organik sebanyak 576,79 kg/hari yang terbagi sampah makanan 317,23 kg/hari dapat tereduksi 222,06 kg/hari (70%) menjadi larva BSF pakan ternak dan residu 95,17 kg/hari (30%) yang akan menuju proses komposting. Sampah kebun dan residu BSF sebanyak 293,66 kg/hari diolah menjadi pupuk kompos sebanyak 173,9 kg/hari. Pengembangan TPS 3R dengan budidaya BSF membutuhkan
biaya investasi sebesar Rp. 53.791.000,00, biaya operasional pemeliharaan sebesar Rp 327.849.000,00/tahun dan pendapatan dari penjualan larva BSF serta pupuk kompos pada tahun 2022 sebesar Rp 300.179.880,00. Berdasarkan perhitungan didapatkan bahwa nilai NPV > 0.Hal ini menunjukkan bahwa pengembangan TPS 3R ini layak secara finansial dan menguntungkan.

TPS 3R Lampu Padang, located in Gondang Village, Tugu District, processes organic waste using the composting method. However, in processing most of the garden waste, a lot of food waste is not processed. On the other hand, the conventional composting method has the disadvantage that it requires a long process and it is difficult to remove odors. One method of processing organic waste such as food waste is to use the bioconversion method by utilizing
Black Soldier Fly (BSF) larvae. Efforts to develop or import organic waste processing with this method to improve processing efficiency, operational life and improve financial condition. Therefore, the purpose of this development plan is to find out the existing condition of waste management, identify the waste that enters, and plan the development of BSF cultivation at TPS 3R Lampu Padang including the technical and financial aspects. In planning for this development, data is collected first, including, existing conditions, waste characteristics, waste density, and recovery factors. The next step is to determine service coverage and customer projections, mass balance, design BSF cultivation facilities and calculate labor requirements. Then, for the financial aspect, it is done by calculating the investment costs, operational and maintenance costs as well as potential income to determine financial feasibility using the Net Present Value (NPV) method. In the selected design scenario, TPS 3R Lampu Padang will serve around 1.679 people or 420 families in 2032 with a waste generation of 760,04 kg/day or 2,89 m3 /day. The rate of waste generation obtained from the TPS 3R is 0,503 kg/person.day. The balance of the mass of waste from the development planning at TPS 3R Lampu Padang in ideal conditions organic waste of 576,79 kg/day which is divided into 317,23 kg/day of food waste can be reduced to
222,06 kg /day (70%) into BSF larvae for animal feed and 95,17 kg/day (30%) residue which will go to the composting process. Garden waste and BSF residue of as much as 293,66 kg/day were processed into compost as much as 173,9 kg/day. The development of TPS 3R with BSF cultivation requires an investment of Rp. 53.791.000,00 the operational cost of maintenance is Rp. 327.849.000,00/year and the income from the sale of BSF larvae and compost in 2022 is Rp. 300.179.880,00. Based on the calculation the NPV value > 0. Indicates that the development of the 3R TPS is financially feasible and profitable.
