Abstract
Pemerintah Kota Kediri saat ini tercatat sudah membangun 8 TPS 3R di beberapa kelurahan. Dari kedelapan TPS 3R tersebut, 3 TPS 3R beroperasi aktif, diantaranya TPS 3R Blabak Bersih Bersama, TPS 3R Tempurejo, dan TPS 3R Kaliombo. Meskipun TPS 3R telah dibangun, pengurangan sampah yang masuk ke TPA masih kurang signifikan. Persentase reduksi eksisting sampah masih sekitar 6%, sedangkan target nasional diketahui sebesar 20% pada tahun 2025. Sehingga diperlukan kajian untuk meningkatkan upaya reduksi sampah di TPS 3R Kota Kediri. Penelitian ini bertujuan mengkaji upaya yang dapat meningkatkan reduksi sampah di TPS 3R Kota Kediri. Penelitian meliputi aspek teknis dan aspek partisipasi masyarakat. Aspek teknis yang diteliti adalah kondisi eksisting reduksi di TPS 3R Blabak Bersih Bersama, TPS 3R Tempurejo dan TPS 3R Kaliombo serta alur pemanfaatan material sampah yang terjadi. Kondisi eksisting reduksi dapat dihitung dengan perhitungan timbulan dan komposisi sampah mengacu pada SNI 19-3964-1994, serta eksisting persentase pemanfaatan yang sudah dilakukan. Potensi reduksi dilihat dari %Recovery Factor yang nantinya dibandingkan dengan angka %RF teoritis. Material flow analysis (MFA) akan digunakan dalam penelitian ini untuk melihat alur pemanfaatan sampah. Aspek yang diteliti lainnya adalah aspek partisipasi masyarakat. Kajian aspek partisipasi masyarakat untuk mengetahui pengetahuan, perilaku dan sikap masyarakat dalam pengelolaan sampah. Metode yang dilakukan adalah wawancara dan skala likert. Hasil dari penelitian ini reduksi eksisting di TPS 3R Blabak Bersih Bersama adalah 9,24% dengan potensi reduksi mencapai 50,48%, reduksi eksisting di TPS 3R Tempurejo adalah 12,68% dengan potensi reduksi mencapai 51,96%, dan reduksi eksisting TPS 3R Kaliombo adalah 17,08% dengan potensi reduksi mencapai 54,17%. Material flow sampah menunjukkan input sampah berasal dari proses pengangkutan sampah. Terdapat 2 proses pengolahan sampah di TPS 3R yaitu pengomposan dan pemilahan. Sampah yang telah dipilah dijual ke pengepul. Di pengepul terdapat input sampah rongsok dari luar TPS 3R. Selanjutnya sampah dari pengepul dikirim ke industri daur ulang di luar Kota Kediri. Selanjutnya, Tingkat partisipasi masyarakat dalam pengelolaan persampahan di Kota Kediri memiliki tingkat pengetahuan yang cukup tinggi serta sikap menyetujui berpartisipasi dalam pemilahan sampah dari sumber dan rutin membayar retribusi sampah, akan tetapi kurang setuju untuk mengikuti kegiatan/aktivitas pengolahan sampah demi keberlangsungan TPS 3R. Tingkat pengetahuan dan sikap masyarakat masih belum selaras dengan perilaku masyarakat dalam memilah sampah dan mereduksi sampah. Currently, the government of Kediri City having built 8 TPS 3R in several villages. From 8 TPS 3R, 3 TPS 3R are active operating, including TPS 3R Blabak Bersih Bersama, TPS 3R Tempurejo, and TPS 3R Kaliombo. Even though TPS 3R has been built, the reduction of waste going to the landfill is still less significant. The percentage of reduction waste is still 6%, the national target is known to be around 20% in 2025. Therefore, a study is needed to increase waste reduction efforts at TPS 3R Kediri City. This study aims to examine efforts that can increase waste reduction in TPS 3R Kediri City. The research covers technical aspects and community participation aspects. Technical aspects were studied the exsisting reduction conditions at TPS 3R Blabak Bersih Bersama, TPS 3R Tempurejo, and TPS 3R Kaliombo also the flow of waste material utilization that occurred. The existing reduction condition can be calculated by calculating the waste generation and composition referring to SNI-19-3964-1994, as well as the existing percentage of utilization that has been carried out. The reduction potential is seen from the %RF which will be compared with theoretical %RF. Material flow analysis (MFA) will be used in this research to see the flow of waste utilization. Another researched aspect is community participation. The study of community participation aspect was conducted to determine the knowledge, behavior, and attitudes of the community on waste management. The method used in this study is interview and likert. The result from this study are the existing reduction in TPS 3R Blabak Bersih Bersama is 9,24% with reduction potential up to 50,48%, the existing reduction in TPS 3R Tempurejo is 12,68% with reduction potential up to 51,96%, and the existing reduction in TPS 3R Kaliombo is 17,08% with reduction potential up to 54,17%. Waste material flow shows that the input waste comes from the waste transportation process. There are two waste processing at TPS 3R, namely composting and sorting. Waste that has been sorted is sold to collectors. In the collectors there is input for waste from outside the TPS 3R. Furthermore, the waste from the collectors is sent to the recycling industry outside the Kediri City. Then, the level of community participation in waste management in Kediri City has a fairly high level of knowledge and an attitude of agree to participate in sorting waste from their home and regularly paying waste retribution, but not agree to participate in waste processing activities for the sustainability of TPS 3R. The level of knowledge and attitudes of the community is
still not in line with the behavior of the community in sorting waste and reducing waste. The level of public awareness is still low in efforts to sort waste and reduce waste.
