Abstract

Industri konstruksi menunjukkan pertumbuhan yang signifikan, namun menghadapi tantangan kompleks terkait manajemen risiko dan manajemen pemangku kepentingan. Data yang dihimpun dari Bandan Arbitrase Nasional (BANI), menunjukkan bahwa industri konstruksi merupakan sektor yang paling dominan dalam kasus perselisihan yang terselesaikan, dengan presentase arbitrase mencapai 30,8%. Kondisi ini mengindikasikan adanya potensi risiko kontrak yang mungkin terjadi sehingga dapat memicu perselisihan, ketidakpuasan dan kerugian yang dialami oleh pihak yang terkait dalam pelaksanaan kontrak konstruksi. Studi ini bertujuan untuk menganalisis pengaruh variabel kategori risiko kontrak terhadap variabel kepuasan pemangku kepentingan dalam praktik konstruksi di Jawa Timur. Metode analisis regresi linear berganda digunakan untuk menguji hipotesis penelitian. Sampel penelitian berjumlah 64 orang yang terdiri dari pemilik dan kontraktor sebagai pemangku kepentingan utama dalam proyek konstruksi. Pemilihan responden didasarkan pada kriteria, objek dan relevansi dengan fokus penelitian. Hasil Penelitian menunjukkan bahwa variabel kategori risiko kontrak memiliki pengaruh positif yang signifikan terhadap tingkat kepuasan pemangku kepentingan dengan nilai konstan 6.104. Secara spesifik, pengelolaan risiko kontrak pada aspek perjanjian, regulasi dan politik memberikan kontribusi positif terbesar kepada kepuasan pemangku kepentingan dengan koefisien sebesar 0.414, diikuti oleh aspek keselamatan kerja dan keamanan sebesar 0.338, serta teknis dan proyek dengan nilai 0.265. Indikator risiko meliputi ambiguitas dalam dokumen kontrak, risiko keterlambatan penyelesaian proyek, serta mitigasi risiko dan ketidakpastian menjadi faktor paling dominan dalam penelitian ini.

The construction industry is showing significant growth, but facing complex challenges related to risk management and stakeholder management. Data collected from the National Arbitration Board (BANI), shows that the construction industry is the most dominant sector in terms of resolved disputes, with the percentage of arbitrations reaching 30.8%. This condition indicates the potential contract risks that may occur so that it can trigger disputes, dissatisfaction, and losses experienced by the parties involved in the implementation of construction contracts. This study aims to analyze the effect of contract risk category variables on stakeholder satisfaction variables in construction practices in East Java. Multiple linear regression analysis method was used to test the research hypothesis. The research sample amounted to 64 people consisting of owners and contractors as the main stakeholders in construction projects. The selection of respondents was based on criteria, objects, and relevance to the research focus. The results showed that the contract risk category variable has a significant positive influence on the level of stakeholder satisfaction with a constant value of 6,104. Specifically, contract risk management in the aspects of agreements, regulations, and politics provides the largest positive contribution to stakeholder satisfaction with a coefficient of 0.414, followed by aspects of safety and security at 0.338, and technical and project with a value of 0.265. Risk indicators including ambiguity in contract documents, risk of delays in project completion, and risk and uncertainty mitigation are the most dominant factors in this study.
