Abstract

Sektor jasa konstruksi merupakan pilar utama pembangunan infrastruktur yang memegang peran penting dalam menyediakan kebutuhan infrastruktur masyarakat di suatu wilayah. Pembangunan bandar udara merupakan salah satu aspek vital dalam infrastruktur transportasi yang dapat meningkatkan konektivitas dan pertumbuhan ekonomi pada wilayah yang terisolir. Kementerian Perhubungan Udara sebagai penyedia infrastruktur transportasi udara memprioritaskan pembangunan bandara – bandara baru di wilayah Tertinggal, Terpencil, dan Terluar (3T) sebagai upaya untuk mewujudkan transportasi yang berkelanjutan dan berkeadilan. Proyek – proyek konstruksi bandara yang dibangun oleh Kementerian Perhubungan banyak mengalami kendala yang menyebabkan keterlambatan, seperti Bandara Siboru di Fakfak yang dibangun dari tahun 2020 hingga 2023, Bandara Taman Bung Karno yang dibangun dari tahun 2013 hingga 2024, serta Bandara Banggai Laut yang dibangun bertahap dari tahun 2018 hingga 2024. Proyek Pembangunan Bandar Udara Baru Banggai Laut Sulawesi Tengah merupakan salah satu proyek prioritas pemerintah di daerah terpencil di Kabupaten Banggai Laut, Provinsi Sulawesi Tengah yang pelaksanaannya mengalami keterlambatan. Pembangunan bandar udara ini bertujuan untuk membuka daerah Kabupaten Banggai Laut sebagai daerah terisolir dan mengembangkan potensi pariwisata di Banggai Laut. Terdapat banyak faktor yang dapat berkontribusi menjadi penyebab keterlambatan proyek infrastruktur bandara di daerah terpencil. Salah satu metode untuk menganalisis faktor keterlambatan proyek adalah menggunakan metode Fault Tree Analysis (FTA). Berdasarkan hasil Fault Tree Analysis, terdapat tiga faktor penyebab keterlambatan utama, yaitu Durasi Pengiriman Material Lama dan Akses ke Lokasi Pekerjaan Sulit serta Kurangnya Ketersediaan Material. Terdapat lima Basic Event dengan nilai probabilitas dominan yaitu Waktu Perjalanan Kapal Lama dengan nilai probabilitas sebesar 76%, serta Harga Material Lokal di atas RAB, Jarak dari Sumber Quarry ke Lokasi Pekerjaan Jauh, Medan Terjal dan Berbukit, dan Jadwal Kapal Tidak Setiap Hari Tersedia dengan nilai probabilitas masing – masing sebesar 72%.

The construction services sector is a main pillar of infrastructure development that plays an important role in providing infrastructure needs for the community in a region. Airport development is one of the vital aspects of transportation infrastructure that can improve connectivity and economic growth in isolated areas. The Ministry of Air Transportation as a provider of air transportation infrastructure prioritizes the construction of new airports in the Underdeveloped, Remote, and Outermost (3T) areas as an effort to realize sustainable and equitable transportation. Airport construction projects built by the Ministry of Transportation have experienced many obstacles that have caused delays, such as Siboru Airport in Fakfak which was built from 2020 to 2023, Taman Bung Karno Airport which was built from 2013 to 2024, and Banggai Laut Airport which was built in stages from 2018 to 2024. The New Banggai Laut Airport Development Project in Central Sulawesi is one of the government's priority projects in remote areas in Banggai Laut Regency, Central Sulawesi Province, the implementation of which has been delayed. The construction of this airport aims to open up the Banggai Laut Regency area as an isolated area and develop tourism potential in Banggai Laut. There are many factors that can contribute to the cause of delays in airport infrastructure projects in remote areas. One method for analyzing project delay factors is to use the Fault Tree Analysis (FTA) method. Based on the results of the Fault Tree Analysis, there are three main factors causing delays, namely Long Material Delivery Duration and Difficult Access to the Work Location and Lack of Material Availability. There are five Basic Events with dominant probability values, namely Long Ship Travel Time with a probability value of 76%, and Local Material Prices above the RAB, Distance from Quarry Source to Work Location Far, Steep and Hilly Terrain, and Ship Schedules Not Available Every Day with probability values of 72% each.
