Abstract

Pemanfaatan LNG domestik Indonesia telah meningkat menjadi 8,47%. Seiring dengan meningkatnya permintaan gas alam, pengembangan infrastruktur, termasuk terminal untuk memasok gas alam, sangatlah penting. Namun, terdapat tantangan sosial, khususnya terkait terminal LNG di darat. Ada peluang potensial dalam menggunakan kembali anjungan lepas pantai seperti terminal LNG. Studi ini berfokus pada kasus di Offshore Northwest Java (ONWJ). Penilaian dan pemilihan anjungan yang sesuai untuk dikonversi menjadi terminal LNG dilakukan dengan menggunakan metode Grey Relational Analysis (GRA). Hasilnya menempatkan anjungan PAPA Central Process di urutan pertama dan anjungan NGL Central-A di urutan kedua. Permintaan Gas akan dipasok dengan meng-klasterisasi data permintaan yang ada di Jawa Bagian Barat menggunakan metode K-Means. Pemilihan permintaan disesuaikan dengan kapasitas maksimum penyimpanan klaster platform dan endurance roundtrip transportasi LNG. Titik permintaan yang dipilih adalah PLTGU Muara Karang dan Jawa Satu. Rute terpendek ditentukan dengan menggunakan metode Vehicle Routing Problem (VRP). Optimasi kapal dengan mengevaluasi ukuran kapal mulai dari 1.100 m³ hingga 22.500 m³. Total biaya investasi untuk Grup Terminal PAPA adalah USD 101,97 juta, dibandingkan dengan USD 106,08 juta untuk Terminal Darat Muara Karang. Untuk Grup Terminal NGL, total biaya investasi adalah USD 128,69 juta, dibandingkan dengan USD 147,14 juta untuk Terminal Darat Jawa Satu. Analisis ekonomi menyimpulkan bahwa memasok LNG dengan menggunakan kembali anjungan lepas pantai sebagai terminal LNG layak dilakukan. Dengan harga gas yang berkisar antara USD 4,00 hingga USD 4,40, waktu pengembalian modal selama 5 sampai 6 tahun dapat dicapai, lebih cepat 1 tahun dibandingkan dengan terminal darat.

Indonesia’s domestic utilization of LNG has increased to 8.47%. Alongside the rising demand for natural gas, the development of infrastructure, including terminals for supplying natural gas, is essential. However, there are social challenges, particularly concerning onshore LNG terminals. A potential opportunity exists in repurposing offshore platforms such as LNG terminals. This study focuses on a case in the Offshore Northwest Java. The assessment and screening of suitable platforms for conversion into LNG terminals are conducted using the Grey Relational Analysis method. The results rank the PAPA Central Process platform as first and the NGL Central-A platform as second. The demand is to be supplied by clustering existing demand data in the western part of Java using the K-Means method. Demand selection is adjusted to match the maximum platform cluster capacity and LNG transportation endurance. The selected demand points are the Muara Karang PLTGU and Jawa Satu. The shortest route is determined using the Vehicle Routing Problem method. Ship optimization by evaluating vessel sizes ranging from 1,100 m³ to 22,500 m³. The total investment cost for Group Terminal PAPA is USD 101.97 million, compared to USD 106.08 million for the Muara Karang Onshore Terminal. For Group Terminal NGL, the total investment cost is USD 128.69 million, compared to USD 147.14 million for the Jawa Satu Onshore Terminal. The economic analysis concludes that supplying LNG by repurposing offshore platforms as LNG terminals is feasible. With gas prices ranging from USD 4.00 to USD 4.40, a payback period of 5 to 6 years can be achieved, which is 1 year faster than onshore terminals.
