Abstract

Dengan bertumbuhnya industri konstruksi secara global, penerapan Sistem Manajemen Keselamatan Konstruksi (SMKK) menjadi perhatian penting untuk mengurangi risiko kecelakaan kerja. Adanya pembangunan Ibu Kota Nusantara (IKN) menjadi sorotan dan tantangan dalam dunia konstruksi dan menjadi penyumbang dalam 7,91% pertumbuhan nilai konstruksi di Indonesia pada tahun 2020-2021. Salah satunya adalah proyek pembangunan Rusun ASN (Aparatur Sipil Negara) di Ibu Kota Nusantara (IKN). Karakteristik tanah di lokasi proyek menjadi salah satu keunikan dan tantangan pembangunan. Tujuan penelitian ini adalah untuk menganalisis risiko keselamatan kerja dan memformulasi strategi mitigasi dengan HIRARC (Hazard Identification, Risk Asessment, and Risk control). Dari hasil observasi dan wawancara yang dilakukan didapatkan sebanyak 50 jenis variabel bahaya dan risiko yang mungkin terjadi dari pekerjaan galian dan pondasi. Hasil analisa risiko menunjukkan bahwa terdapat beberapa risiko yang tergolong ke dalam risiko ekstrem seperti pada pekerjaan tanah dengan alat berat, operasional tower crane yang berdekatan, dan proses pembesian borepile. Risiko utama terkait Sistem Manajemen Keselamatan Konstruksi (SMKK) meliputi bahaya tertimpa material, kecelakaan alat berat, hingga gangguan kesehatan pekerja. Pengendalian dilakukan dengan cara seperti memasang pembatas, pengaturan lalu lintas, menugaskan flagman, menjamin administrasi, inspeksi, dan penggunaan APD.

As the global growth of the construction industry, the implementation of Construction Safety Management Systems (CSMS) had become a crucial focus to reduce the accident risk. In Indonesia, the development of the new capital city, Ibu Kota Nusantara (IKN), has become a major focus and a significant challenge within the construction sector, contributing 7.91% to the growth of construction value between 2020 and 2021. One of projects in IKN is the government employee’s flat (Rusun ASN). The site’s soil characteristics present unique challenges for development. The objective of this study is to analyze occupational safety risks and formulate mitigation strategies using the HIRARC (Hazard Identification, Risk Assessment, and Risk Control) method. Based on observations and interviews, 50 types of hazards and potential risks were identified, particularly related to excavation and foundation works. The risk analysis resulted in several extreme risks, including earthworks involving heavy machinery, operations of adjacent tower cranes, and reinforcement work for bore pile foundations. Meanwhile, some major risks related to the Construction Safety Management System (CSMS) include the risk of falling materials, heavy equipment accidents, and health issues among workers. Control measures implemented include the physical barriers installation, traffic regulation, flagmen assignment, administrative controls, regular inspections, and the mandatory use of personal protective equipment (PPE).
