Abstract

Rumah Sakit Umum Daerah (RSUD) Kota Bima diselenggarakan dengan tujuan untuk mempermudah akses masyarakat umum dalam mendapatkan pelayanan kesehatan yang bermutu dan terjangkau. Akan tetapi, RSUD Kota Bima memiliki beberapa permasalahan yang serius yaitu kurangnya tempat tidur, lokasi berada di daerah rawan bencana banjir, dan lahan yang sempit sehingga tidak dapat dilakukan pengembangan lebih lanjut. Berdasarkan tingkat kelengkapan Sarana, Prasarana, dan Alat Kesehatan (SPA) yang dimiliki RSUD Kota Bima pada tahun 2020 hanya mencapai 31,93% dari standar minimal sebesar 50% untuk RSUD kelas D. Untuk mengatasi permasalahan diatas, Pemerintah Kota Bima akan merelokasi sekaligus pengembangan di lokasi lain yang lebih layak. Berhubung proyek relokasi dan pengembangan RSUD Kota Bima akan membutuhkan biaya yang tidak sedikit, diperlukan analisis dari berbagai aspek salah satunya aspek finansial.
Analisis finansial memiliki peran yang sangat penting dalam menilai kelayakan suatu proyek investasi. Penelitian ini bertujuan untuk mengetahui berapa total biaya investasi yang dibutuhkan serta bagaimana gambaran kelayakan finansial atas investasi yang dilakukan. RSUD Kota Bima diharapkan dapat membiayai biaya operasional secara mandiri serta dapat memberikan kontribusi nyata dalam peningkatan Pendapatan Asli Daerah (PAD). Penelitian ini menggunakan income approach dan metode Discounted Cash Flow (DCF). Dalam penelitian ini juga dilakukan proyeksi keuangan yaitu proyeksi laba rugi, proyeksi arus kas, proyeksi neraca, dan proyeksi free cash flow (FCF), kemudian dilakukan valuasi untuk mendapatkan indikator kelayakan investasi.
Total biaya investasi yang diperlukan adalah sebesar Rp. 228.289.758.400,- dengan cash flow pada tahun 2027 dan 2028 mengalami defisit, sehingga membutuhkan tambahan dana berupa hibah dari Pemerintah Kota Bima sebesar Rp. 6.800.000.000,- pada tahun 2027 dan Rp. 3.000.000.000,- pada tahun 2028 agar operasional RSUD dapat berjalan. Nilai NPV diperoleh sebesar Rp. 93.784.655.620, IRR sebesar 15,29%, PP 13 tahun, dan PI sebesar 1,41. Dengan demikian, proyek relokasi dan pengembangan RSUD Kota Bima layak untuk dikerjakan dari perspektif keuangan.

The Regional General Hospital of Bima City was established with the aim of facilitating access for the general public to quality and affordable health services. However, the Bima City Hospital has several serious problems, namely the lack of beds, the location in a flood-prone area, and the narrow land so that further development cannot be carried out. Based on the level of completeness of Facilities, Infrastructure, and Medical Equipment (SPA) owned by the Bima City Hospital in 2020, it only reached 31.93% of the minimum standard of 50% for class D hospitals. To overcome the above problems, the Bima City Government will relocate as well as develop in other more suitable locations. Since the relocation and development project of the Bima City Hospital will require a lot of money, it is necessary to analyse various aspects, one of which is the financial aspect.
Financial analysis has a very important role in assessing the feasibility of an investment project. This research aims to find out how much total investment costs are needed and how the financial feasibility of the investment is described. RSUD Kota Bima is expected to be able to finance operational costs independently and can make a real contribution to increasing Regional Original Revenue. This research uses the income approach and the Discounted Cash Flow (DCF) method. In this study, financial projections were also carried out, namely profit and loss projections, cash flow projections, balance sheet projections, and free cash flow (FCF) projections, then valuations were carried out to obtain indicators of investment feasibility.
The total investment cost required is Rp. 228,289,758,400, - with cash flow in 2027 and 2028 experiencing a deficit, requiring additional funds in the form of grants from the Bima City Government of Rp. 6,800,000,000,- in 2027 and Rp. 3,000,000,000,- in 2028 so that the operations of the RSUD can run. The NPV value obtained is Rp. 93,784,655,620, IRR of 15.29%, PP of 13 years, and PI of 1.41. Thus, the relocation and development project of Bima City Hospital is feasible from a financial perspective.
