Abstract

Peningkatan jumlah penduduk meningkatkan kebutuhan akan bangunan publik seperti sekolah, rumah sakit, pasar dan fasilitas olahraga yang berperan penting dalam menciptakan ruang publik yang inklusif dan mendukung interaksi sosial. Dalam konteks ini, partisipasi masyarakat dalam proyek bangunan publik menjadi kunci untuk memastikan keberlanjutan dan relevansi proyek tersebut. Penelitian ini bertujuan untuk mengkonfirmasi pengaruh dukungan pemerintah, inovasi organisasi, pengetahuan, dan keinginan individu terhadap keberhasilan partisipasi masyarakat dalam proyek bangunan publik di Kota Surabaya.
Data yang digunakan sebagai input dalam proses analisa merupakan hasil kuesioner yang disebarkan kepada 83 responden dari 3 kelompok responden yaitu Pemerintah, Sektor Swasta dan Masyarakat yang terlibat dan/atau terdampak dalam proyek bangunan publik di Kota Surabaya. Selanjutnya dilakukan pengukuran pengaruh dukungan pemerintah, inovasi organisasi, pengetahuan, dan keinginan individu terhadap keberhasilan partisipasi masyarakat dengan menggunakan metode regresi linier berganda.
Hasil menunjukkan bahwa dukungan pemerintah, pengetahuan, dan keinginan individu berpengaruh positif terhadap keberhasilan partisipasi masyarakat, yang berarti semakin tinggi nilai variabel-variabel tersebut, semakin besar keberhasilan partisipasi masyarakat. Sebaliknya, inovasi organisasi berpengaruh negatif, mengindikasikan bahwa semakin tinggi tingkat inovasi dalam organisasi, keberhasilan partisipasi masyarakat justru cenderung menurun. Inovasi organisasi yang dimaksud adalah yang tidak memperhatikan keterlibatan, kapasitas serta kebutuhan masyarakat.

The increase in population raises the demand for public buildings such as schools, hospitals, markets, and sports facilities, which play a crucial role in creating inclusive public spaces and supporting social interactions. In this context, community participation in public building projects becomes essential to ensuring the sustainability and relevance of these projects.
This study aims to confirm the influence of government support, organizational innovation, knowledge, and individual willingness on the success of community participation in public building projects in Surabaya, Indonesia. The data used for analysis were collected through questionnaires distributed to 83 respondents, comprising three groups: government officials, the private sector, and the public who were either involved in or affected by public building projects in Surabaya. Multiple linear regression analysis was then applied to measure the impact of the independent variables on the success of community participation.
The results show that government support, knowledge, and individual willingness have a positive effect on the success of community participation, meaning that the higher the values of these variables, the greater the success of community participation. Conversely, organizational innovation has a negative effect, indicating that the higher the level of innovation within the organization, the success of community participation tends to decrease. The organizational innovation referred to here is innovation that does not consider community involvement, capacity, and needs.
