Abstract
Penelitian ini bertujuan untuk melakukan analisis Highest and Best Use (HBU) pada lahan bekas Gedung Sri Ratu dan Atrium di Kota Pekalongan, area strategis yang belum dimanfaatkan secara optimal. Analisis HBU dalam penelitian ini mempertimbangkan empat aspek utama, yaitu kesesuaian hukum, kelayakan fisik, kesesuaian secara finansial, serta kemampuan menghasilkan produktivitas lahan secara optimal. Alternatif penggunaan lahan yang dianalisis mencakup hotel, pusat perbelanjaan, dan pergudangan, dengan mempertimbangkan potensi permintaan pasar serta kesesuaian dengan Peraturan Daerah Kota Pekalongan Nomor 09 Tahun 2020 tentang RTRW, di mana lokasi penelitian berada dalam zona perdagangan dan jasa. Dari aspek fisik, lokasi memenuhi persyaratan bentuk, ukuran, aksesibilitas, dan ketersediaan utilitas untuk pengembangan, sehingga dilanjutkan dengan penyusunan preliminary design pada setiap alternatif. Hasil analisis finansial menunjukkan bahwa ketiga alternatif memiliki nilai NPV positif, yaitu hotel sebesar Rp.91,99 miliar, pusat perbelanjaan sebesar Rp.103,79 miliar, dan pergudangan sebesar Rp.47,37 miliar, sehingga dapat diterima untuk dikembangkan. Selanjutnya, analisis produktivitas menunjukkan bahwa pengembangan pusat perbelanjaan menghasilkan nilai lahan sebesar Rp12.710.636/m² dengan produktivitas lahan 269%, lebih tinggi dibandingkan alternatif lain. Berdasarkan hasil analisis HBU, pusat perbelanjaan merupakan alternatif penggunaan lahan tertinggi dan terbaik pada lahan bekas Sri Ratu dan Atrium Kota Pekalongan, serta diharapkan dapat menjadi referensi untuk pengembangan lahan serupa dalam perencanaan kota dengan pendekatan produktivitas lahan yang optimal.

This study aims to conduct a Highest and Best Use (HBU) analysis on the former Sri Ratu and Atrium building site in Pekalongan City, a strategic area that has not been utilized optimally. The HBU analysis in this study considers four main aspects: legal compliance, physical feasibility, financial feasibility, and the capacity to generate optimal land productivity. The land use alternatives analyzed include hotel, shopping center, and warehouse, taking into account market demand potential and compliance with Pekalongan City Regional Regulation Number 09 of 2020 concerning the Spatial Plan (RTRW), in which the research location is designated as a trade and service zone. From a physical perspective, the site meets the requirements in terms of shape, size, accessibility, and the availability of supporting utilities for development, allowing for the preparation of preliminary designs for each alternative. The financial analysis results indicate that all three alternatives have positive NPV values, with the hotel yielding IDR 91.99 billion, the shopping center IDR 103.79 billion, and the warehouse IDR 47.37 billion, indicating that they are financially acceptable for development. Furthermore, the productivity analysis shows that the development of a shopping center generates a land value of IDR 12,710,636 per square meter with a land productivity rate of 269%, which is higher than the other alternatives. Based on the HBU analysis results, the shopping center is identified as the highest and best use alternative for the former Sri Ratu and Atrium site in Pekalongan City, and it is expected to serve as a reference for similar land development in urban planning with an optimal land productivity approach.
