Abstract

Contract Change Order (CCO) merupakan perubahan dalam proyek konstruksi yang meliputi aspek desain, material, durasi, biaya, dan pembayaran, yang terjadi akibat permintaan pihak terkait atau faktor eksternal. Penelitian ini bertujuan mengidentifikasi faktor dan sumber penyebab CCO serta mengusulkan perbaikan yang relevan pada proyek jalan tol. Metodologi yang digunakan mencakup studi literatur, survei pendahuluan kepada 3 responden dari pihak kontraktor, penyebaran kuesioner kepada 20 responden dengan berbagai posisi, serta wawancara dengan manajer proyek. Analisis dilakukan menggunakan metode mean ranking untuk menentukan faktor utama penyebab CCO, dilanjutkan dengan Fault Tree Analysis (FTA), validasi melalui wawancara, serta analisis Minimum Cut Set dengan MOCUS guna mengidentifikasi sumber penyebab spesifik. Hasil penelitian menunjukkan tiga faktor dominan penyebab CCO, yaitu kesalahan desain awal, perubahan desain, dan pengaruh sosial. Untuk kesalahan desain awal, sumber penyebab teridentifikasi, antara lain tumpang tindih peraturan, perbedaan persepsi nilai ganti rugi, okupasi masyarakat, kurangnya bukti kepemilikan lahan, dll. Pada faktor perubahan desain, sumber penyebab yang ditemukan, yaitu kurangnya anggaran, keterbatasan teknologi penyelidikan, minimnya basis data arkeologi, dll. Sementara itu, pada faktor pengaruh sosial, terdapat sumber penyebab yang ditemukan, yaitu komunikasi tidak terpusat, perbedaan kepentingan stakeholder, standar acuan yang berbeda, perbedaan prioritas pusat-daerah, dll. Dimana pada tiap CCO, sumber penyebab yang berpotensi terjadi CCO akan diusulkan perbaikannya. Output dari penelitian ini diharapkan dapat memberikan kontribusi signifikan pada pengetahuan akademis melalui publikasi dalam jurnal ilmiah, dengan menguraikan secara komprehensif faktor, sumber, dan langkah-langkah perbaikan CCO dalam proyek konstruksi jalan tol Solo-Yogyakarta Seksi 1 Paket 1.1.

Contract Change Order (CCO) is a modification in construction projects that includes aspects of design, materials, duration, costs, and payments, occurring due to requests from related parties or external factors. This study aims to identify the factors and sources causing CCO and to propose relevant improvements in toll road projects. The methodology includes literature studies, a preliminary survey of 3 respondents from the contractor side, distribution of questionnaires to 20 respondents in various positions, and interviews with the project manager. Analysis was carried out using the mean ranking method to determine the main factors causing CCO, followed by Fault Tree Analysis (FTA), validation through interviews, and analysis Minimum Cut Set with MOCUS to identify specific root causes. The results of the study show three dominant factors causing CCO, namely initial design errors, design changes, and social influence. For initial design errors, the identified sources of causes include overlapping regulations, differences in perception of compensation values, community occupation, lack of land ownership evidence, etc. In the design change factor, the sources found are lack of budget, limitations in investigation technology, minimal archaeological database, etc. Meanwhile, in the social influence factor, the identified sources include uncentralized communication, differences in stakeholder interests, differing reference standards, differences in central-regional priorities, etc. For each CCO, the potentially occurring root causes will be addressed with proposed improvements. The output of this study is expected to contribute significantly to academic knowledge through publication in scientific journals, by comprehensively outlining the factors, sources, and corrective measures for CCO in the Solo-Yogyakarta Toll Road Section 1 Package 1.1 construction project.
