Abstract
Peningkatan jumlah penduduk di Kota Kupang, Nusa Tenggara Timur, mendorong kebutuhan akan hunian yang layak dan terjangkau, sehingga mendorong PT Shafwah Timor Properti untuk mengembangkan proyek perumahan Griya Shafwah Penkase Asri di atas lahan seluas 4.810 m² dengan 24 unit rumah, dengan 2 tipe yaitu yang bersubsidi dan non-subsidi (komersil), yang ditujukan bagi masyarakat berpenghasilan menengah ke bawah. Analisis finansial dilakukan menggunakan metode Net Present Value (NPV), Internal Rate of Return (IRR), dan Payback Period (PP), serta analisis sensitivitas untuk mengetahui batas-batas penerimaan rencana investasi berdasarkan variabel sensitivitas yang telah ditetapkan. Data dikumpulkan melalui observasi lapangan serta data sekunder terkait biaya lahan, konstruksi, dan penjualan unit rumah. Hasil analisis menunjukkan bahwa proyek layak secara finansial dengan nilai NPV positif, IRR di atas MARR 7,37%, serta payback period terjadi sebelum tahun ketiga. Analisis sensitivitas dilakukan terhadap variabel biaya lahan, biaya konstruksi, dan konfigurasi jumlah unit subsidi dan komersil terhadap pendapatan, untuk mengetahui batas toleransi proyek terhadap perubahan. Hasil analisis menunjukkan proyek layak secara finansial dengan NPV positif, IRR di atas MARR 7,37%, dan payback period sebelum tahun ketiga. Berdasarkan analisis sensitivitas didapatkan batas toleransi sebagai berikut: terhadap biaya lahan maks. 5,90% atau Rp2,32 miliar, sedangkan biaya konstruksi maks. 6,56% atau Rp2,25 miliar. Analisa sensitivitas juga dilakukan pada proporsi jumlah unit subsidi dan non-subsidi, yaitu 16 unit subsidi dan 8 unit komersil, dengan NPV sebesar Rp14,1 juta dan batas sensitivitas pendapatan kurang dari 0,27%.

The population growth in Kupang City, East Nusa Tenggara, has increased the demand for decent and affordable housing, prompting PT Shafwah Timor Properti to develop the Griya Shafwah Penkase Asri housing project on a 4,810 m² plot of land with 24 housing units, consisting of two types: subsidized and non-subsidized (commercial), aimed at low- to middle-income communities. Financial analysis was conducted using the Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP) methods, as well as sensitivity analysis to determine the investment plan's acceptance limits based on predetermined sensitivity variables. Data were collected through field observations and secondary data related to land costs, construction, and housing unit sales. The analysis results indicate that the project is financially feasible, with a positive NPV, an IRR exceeding the MARR of 7.37%, and a payback period occurring before the third year. Sensitivity analysis was carried out on land costs, construction costs, and the configuration of subsidized and commercial units in relation to revenue, to determine the project's tolerance to changes. The results show that the project remains financially feasible with a positive NPV, an IRR above the MARR of 7.37%, and a payback period before the third year. Based on the sensitivity analysis, the tolerance limits are as follows: for land costs, a maximum of 5.90% or IDR 2.32 billion; and for construction costs, a maximum of 6.56% or IDR 2.25 billion. Sensitivity analysis was also conducted on the proportion of subsidized and non-subsidized units, specifically 16 subsidized units and 8 commercial units, with an NPV of IDR 14.1 million and a revenue sensitivity threshold of less than 0.27%.
