Abstract
Proyek konstruksi merupakan lingkungan yang memiliki risiko dan potensi kecelakaan kerja yang tinggi dan memiliki dampak terhadap overall project success (OPS). Berbagai program telah dilakukan sebagai langkah mitigasi kecelakaan kerja di proyek konstruksi. Meskipun demikian, penerapan yang kurang konsisten dan pendekatan yang kurang komprehensif menjadi penyebab kegagalan dalam mencapai zero accident. Masalah ini menjadi semakin kompleks akibat keterbatasan budget untuk aspek kesehatan dan keselamatan kerja (K3). Penelitian ini bertujuan untuk mengidentifikasi critical success factor (CSF) pada program pencegahan kecelakaan kerja di proyek kostruksi berdasarkan 15 kriteria management process yang diberikan oleh International Sustainability Rating System (ISRS) dan menyusun program K3 berdasarkan prioritas yang didapatkan. 109 data valid dari responden yang merupakan praktisi K3 dan personel manajemen dari berbagai proyek konstruksi digunakan dalam penelitian ini. Metode PLS-SEM digunakan untuk menentukan hubungan antara penerapan program K3 terhadap keberhasilan pencegahan kecelakaan kerja serta kontribusinya terhadap overall project success (OPS). Berdasarkan hasil analisis, diperoleh hasil bahwa Evaluasi Risiko (ER), Komunikasi dan Promosi (KP), Kepemimpinan (K), Manajemen Kontraktor dan Supplier (MKS) serta Pelatihan dan Kompetensi (PK) merupakan CSF yang berpengaruh significant dan positif dengan kontribusi sebesar 82,7% terhadap keberhasilan pencegahan kecelakaan kerja. Sementara itu, hasil penelitian juga menemukan bahwa CSF itu sendiri memberi kontribusi sebesar 35,1% terhadap overall project success (OPS). Penelitian ini memberikan pengetahuan terkait program K3 yang memiliki pengaruh significant terhadap pencegahan kecelakaan kerja. Pada aspek Evaluasi Risiko (ER), program K3 yang direkomendasikan adalah penyusunan HIRADC dan JSA. Pada aspek Komunikasi dan Promosi (KP) direkomendasikan program K3 berupa safety meeting rutin yang nelibatkan manajemen, toolbox talks dan safety stand down. Pada aspek Kepemimpinan (K), direkomendasikan untuk menjalankan program safety leadership and coaching, penyusunan dan penetapan HSSE plan serta program management walk through (MWT). Pada aspek Manajemen Kontraktor dan Supplier (MKS), direkomendasikan program pra-kualifikasi dan evaluasi kinerja kontraktor, dan pada aspek Pelatihan dan Kompetensi (PK), penelitian ini merekomendasikan program safety induction, sosialisasi prosedur safety dan program safety training. Rekomendasi program yang diberikan pada penelitian ini dapat diimplikasikan oleh project stakeholders dalam proses penyusunan dan penerapan program K3 yang efektif dan efisien pada proyek konstruksi, sehingga masalah keterbatasan budget dapat diatasi dengan menerapkan skala prioritas.

Construction projects represent environments characterized by high risks and a significant potential for workplace incidents which can significantly impact overall project success (OPS). Various programs have been implemented as mitigation efforts to reduce workplace accidents in construction projects. However, inconsistent implementation and a lack of comprehensive approaches often result in failure to achieve zero accidents. This issue is further complicated by limited budgets allocated to occupational health and safety (OHS) aspects. This study aims to identify the critical success factors (CSFs) of accident prevention programs in construction projects based on 15 management process criteria outlined by the International Sustainability Rating System (ISRS) and to develop a prioritized OHS program accordingly. A total of 109 valid responses were collected from OHS practitioners and project management personnel across various construction projects. The Partial Least Squares Structural Equation Modeling (PLS-SEM) method was used to examine the relationship between OHS program implementation and the success of accident prevention, as well as its contribution to overall project success (OPS). The results show that Risk Evaluation (RE), Communication and Promotion (CP), Leadership (L), Contractor and Supplier Management (CSM), and Training and Competence (TC) are significant and positively influential CSFs, contributing 82.7% to the success of accident prevention programs. Additionally, these CSFs collectively contribute 35.1% to overall project success (OPS). This study provides insight into key OHS programs that significantly impact accident prevention. For Risk Evaluation (RE), recommended programs include the development of HIRADC and Job Safety Analysis (JSA). For Communication and Promotion (CP), suggested programs include regular safety meetings involving management, toolbox talks, and safety stand-downs. In the Leadership (L) aspect, recommended programs include safety leadership and coaching, the development of an HSSE plan, and management walk-throughs (MWT). For Contractor and Supplier Management (CSM), recommended programs include prequalification and contractor performance evaluation. Lastly, for Training and Competence (TC), recommended programs include safety induction, safety procedure socialization, and safety training programs. The proposed programs from this study can be adopted by project stakeholders to design and implement effective and efficient OHS programs in construction projects, enabling them to overcome budget limitations by applying a prioritization approach.
