Abstract

Penelitian ini bertujuan untuk merancang Human Resource Scorecard (HR Scorecard) bagi klaster Human Capital pada Direktorat Legal & Human Capital di sebuah perusahaan utilitas ketenagalistrikan. Analisis awal menunjukkan bahwa sistem pengukuran kinerja yang ada belum mencakup indikator dari perspektif finansial dan pelanggan, yang seharusnya menjadi bagian dari pendekatan Balanced Scorecard (BSC). Oleh karena itu, penelitian ini mengembangkan HR Scorecard yang mencakup empat perspektif BSC: finansial, pelanggan, proses internal, serta pembelajaran dan pertumbuhan. Indikator baru dirancang untuk menutup kekosongan tersebut, dan metode Analytical Hierarchy Process (AHP) digunakan untuk menentukan bobot prioritas tiap indikator secara objektif. Hasil akhir dari penelitian ini menghasilkan 4 perspektif, 6 program strategis, dan 22 Key Performance Indicator (KPI) strategis.
Sebagai bagian dari implementasi sistem pengukuran kinerja, dikembangkan prototipe dashboard monitoring menggunakan Google Looker Studio yang terintegrasi dengan Google Sheets. Dashboard ini menampilkan capaian KPI dari keempat perspektif secara real-time dan interaktif, serta dilengkapi fitur login untuk membatasi akses hanya kepada pihak yang berwenang.
Berdasarkan hasil uji coba pengukuran, nilai capaian kinerja yang diperoleh sebesar 65,53%. Nilai ini masih tergolong rendah karena sebagian besar KPI masih dalam tahap pengerjaan dan target kinerja baru akan dicapai pada akhir tahun, sedangkan pengukuran dilakukan pada pertengahan tahun. Dashboard ini diharapkan dapat menjadi alat bantu strategis dalam pemantauan kinerja dan pengambilan keputusan di bidang pengelolaan sumber daya manusia.

This study aims to design a Human Resource Scorecard (HR Scorecard) for the Human Capital cluster within the Directorate of Legal & Human Capital at an electricity utility company. Initial analysis indicates that the existing performance measurement system does not include indicators from the financial and customer perspectives, which are essential components of the Balanced Scorecard (BSC) approach. Therefore, this research develops an HR Scorecard encompassing all four BSC perspectives: financial, customer, internal processes, and learning and growth. New indicators are formulated to address these gaps, and the Analytical Hierarchy Process (AHP) method is used to objectively determine the priority weights of each indicator. The final result includes 4 perspectives, 6 strategic programs, and 22 strategic Key Performance Indicators (KPIs).
As part of the performance measurement system implementation, a dashboard prototype was developed using Google Looker Studio, integrated with Google Sheets. This dashboard displays KPI achievements across the four perspectives in a real-time and interactive format, and is equipped with a login feature to restrict access to authorized personnel only.
Based on the trial measurement results, the performance achievement score reached 65.53%. This value is relatively low because most KPIs are still in progress, and performance targets are expected to be achieved by the end of the year, while the measurement was conducted in the middle of the year. The dashboard is expected to serve as a strategic tool for performance monitoring and decision-making in human resource management.
