Abstract

Proyek Pembangunan Paralympic Training Center di Karanganyar bertujuan untuk meningkatkan prestasi atlet para-atletik Indonesia melalui fasilitas olahraga bertaraf internasional. Namun, proyek ini menghadapi keterlambatan signifikan dengan realisasi fisik hanya mencapai 48,38% pada Agustus 2024 dibandingkan rencana sebesar 55,71%. Keterlambatan ini umumnya disebabkan oleh keterbatasan jumlah tenaga kerja, keterlambatan pengiriman material, ketidaktersediaan material di lokasi proyek, dan ketidaktersediaan material di lokasi proyek (kekurangan material). Metode penelitian yang digunakan adalah dengan merancang network planning, menghitung crash cost pada alternatif crashing yang digunakan, menghitung biaya langsung dan biaya tidak langsung pada setiap kegiatan yang berubah akibat perubahan durasi pelaksanaan, percepatan durasi pekerjaan, perhitungan cost slope, serta penentuan biaya dan durasi optimal akibat penerapan metode crashing. Hasil penelitian berupa skenario percepatan proyek menggunakan penambahan jam kerja selama 3 jam. Proyek dapat diselesaikan sesuai rencana awal yaitu 121 hari, dengan mereduksi 31 hari pelaksanaan dengan total biaya percepatan sebesar Rp30.236.471.401. Sedangkan, percepatan paling optimal dapat mereduksi 40 hari pelaksanaan dengan total biaya percepatan sebesar Rp30.228.955.267.

The construction project of the Paralympic Training Center in Karanganyar aims to improve the achievements of Indonesian para-athletics athletes through international-standard sports facilities. However, this project experienced significant delays with physical realization only reaching 48.38% in August 2024 compared to the planned 55.71%. These delays were generally caused by limited number of workers, delays in material delivery, unavailability of materials at the project site, and material shortages. The research method used is by designing a network planning, calculating crash cost on the crashing alternatives used, calculating direct and indirect costs on each activity that changes due to changes in implementation duration, work duration acceleration, cost slope calculation, and determining optimal cost and duration as a result of the crashing method implementation. The research results are in the form of a project acceleration scenario using 3 additional working hours. The project can be completed according to the initial plan, which is 121 days, by reducing 31 days of implementation with a total cost of IDR 30,236,471,401. Meanwhile, the most optimal acceleration can reduce 40 days of implementation with a total cost of IDR 30,228,955,267.
