Abstract

Proyek Engineering Procurement Construction (EPC) telah menarik perhatian luas dalam industri konstruksi dalam beberapa tahun terakhir karena menjadi potensi yang tinggi untuk pengembangan baik di Indonesia maupun di Asia Tenggara. Untuk mengambil kesempatan tersebut, diperlukan strategi manajemen proyek untuk menghadapi permasalahan seperti pembengkakan biaya, keterlambatan waktu, dan hilangnya produktivitas. Namun, upaya penelitian mengenai manajemen risiko proyek EPC masih sangat terbatas, terutama yang berfokus pada studi saling ketergantungan risiko dalam proyek-proyek EPC dari perspektif alur siklus proyek dan berbagai risiko risikonya. Tesis ini dilakukan dengan memunculkan struktur hubungan timbal balik yang ada diantara variabel risiko proyek EPC. Risiko dimunculkan dengan mempertimbangkan 62 faktor risiko yang dikerucutkan dengan analisis Probability Impact Matrix. Risiko yang saling berhubungan didapatkan melalui analisis keterkaitan dengan metode Interpretive Structural Modeling (ISM). Selain untuk mempertimbangkan risiko mana yang memiliki pengaruh terbesar, metode ini digunakan untuk mengetahui risiko mana yang paling dipengaruhi dan paling mempengaruhi pada interaksi antar risiko. Hasil analisis disajikan dalam bentuk model level ISM dan melalui diagram Matrix of Cross Impact Multiplications (MICMAC) yang terkategori dalam besarnya pengaruh dan besarnya variabel tersebut dipengaruhi. Hasil analisis menunjukkan bahwa variabel risiko dengan tingkat tertinggi yaitu pada produk desain teknik yang tidak memadai, ketidakjelasan klausul kontrak dan dokumen, dan kondisi cuaca yang mempengaruhi produktivitas kerja yang secara tidak langsung saling memiliki efek berjenjang terhadap target proyek yaitu kepuasan owner/stakeholder.

Engineering Procurement Construction (EPC) projects have attracted widespread attention in the construction industry in recent years due to their high potential for development in both Indonesia and Southeast Asia. To take this opportunity, a project management strategy is needed to deal with problems such as cost overruns, time delays, and loss of productivity. However, research efforts on EPC project risk management are still very limited, and there has been no previous in-depth research that focuses on the study of risk interdependence in EPC projects from the perspective of the project cycle flow and its various risks. This thesis is conducted by bringing out the structure of the reciprocal relationship between risk variables using the Interpretive Structural Modeling (ISM) method. Risk dependency by considering 62 risk factors that are grouped and 11 target projects in the EPC project. The interrelated risks/interactions between these risks are obtained to consider which risks have the greatest influence and which risks have the most influence on other risks. The results of the analysis are presented in the form of an ISM chain diagram and through a map diagram categorized in terms of the magnitude of influence and the magnitude of the variables affected. The results of the analysis show that the risk variables with the highest level are inadequate engineering product design, unclear contract clauses and documents, and weather conditions that affect work productivity which indirectly have a cascading effect on the project target, namely owner/stakeholder satisfaction.
