Abstract

Penelitian ini bertujuan untuk menganalisis dampak reaktivasi jalur kereta api terintegrasi Pelabuhan Tanjung Emas terhadap pelabuhan di utara Jawa, dengan fokus khusus pada aspek pengembangan infrastruktur Pelabuhan Tanjung Emas. Latar belakang penelitian ini berawal dari telah dilakukannya reaktivasi kereta api terintegrasi Pelabuhan Tanjung Emas namun infrastruktur tersebut belum beroperasi. Reaktivasi jalur kereta api yang menghubungkan Pelabuhan Tanjung Emas dengan stasiun dan pelabuhan lainnya di utara Jawa ini memiliki panjang rel 2 km hingga ke Stasiun Tawang. Analisis penelitian ini melibatkan identifikasi kondisi dan rencana reaktivasi kereta api saat ini, analisis dampak terhadap pola operasi pelabuhan, dan perbandingan biaya logistik antara transportasi darat dan kereta api. Pengumpulan data dilakukan melalui data primer dan sekunder, yang kemudian diolah untuk dilakukan suatu metode agar mendapatkan hasil analisis. Metode yang digunakan yaitu optimasi untuk menentukan persentase porsi muatan yang akan dibawa kapal, truk, dan kereta sebagai moda kombinasi membawa muatan petikemas. Hasil optimasi menunjukkan dari 270 rute, 140 rute memanfaatkan moda kapal, 83 rute memanfaatkan moda truk, dan 47 memanfaatkan kombinasi kapal, truk, dan kereta sesuai dengan hasil persentase porsi muatan masing-masing. Selain itu, didapat pula hasil dampak penggunaan kereta api pelabuhan terhadap lapangan penumpukan TPKS yang mana mengurangi kapasitas keterpakaian lapangan penumpukan (YOR) hingga 2% setiap tahunnya.

This study aims to analyze the impact of the reactivation of the integrated railway line at Tanjung Emas Port on the ports in northern Java, with a particular focus on the development of Tanjung Emas Port's infrastructure. The background of this research stems from the fact that although the integrated railway at Tanjung Emas Port has been reactivated, it is not yet operational. The reactivated railway line, which connects Tanjung Emas Port with nearby stations and other ports in northern Java, extends for 2 kilometers up to Tawang Station. The analysis in this study involves identifying the current conditions and plans for railway reactivation, assessing its impact on port operational patterns, and comparing logistics costs between road and rail transportation. Data collection was carried out using both primary and secondary sources, which were then processed using a specific method to generate analytical results. The method used was optimization to determine the percentage share of cargo to be transported by ship, truck, and train as a combined intermodal transport system for containers. The optimization results showed that out of 270 routes, 140 routes utilized ships, 83 routes used trucks, and 47 routes employed a combination of ship, truck, and train according to the respective cargo share percentages. In addition, the analysis revealed that the use of port railways had an impact on the container yard (YOR) at TPKS by reducing the yard occupancy ratio (YOR) by up to 2% annually.
