Abstract
Penelitian ini dilatarbelakangi oleh kebutuhan proyek konstruksi terhadap proses monitoring dan kontrol risiko yang lebih operasional, terukur, dan mudah diterapkan. Dalam praktiknya, proyek sering sudah memiliki risk register, namun pemantauan, evaluasi, tindak lanjut, hingga pelaporan risiko belum selalu terhubung dalam alur kerja yang jelas. Penelitian ini bertujuan merancang framework operasional/prosedural monitoring dan kontrol risiko proyek konstruksi yang mengintegrasikan (1) alur kerja berbasis keputusan, (2) informasi risiko termasuk Early Warning Signs (EWS) dan Key Risk Indicators (KRI), serta (3) prototipe tools spreadsheet semi-otomatis agar aktivitas monitoring–kontrol lebih konsisten, mudah ditelusuri, dan terdokumentasi.Metode yang digunakan adalah design research dengan pendekatan campuran (kualitatif dominan). Data kualitatif diperoleh melalui analisis dokumen proyek (risk register) serta pengisian instrumen dan wawancara/masukan pemangku kepentingan untuk merumuskan kebutuhan dan rancangan framework. Data kuantitatif digunakan untuk mengukur kelayakan dan keterterapan melalui penilaian berbasis skala (mean rating, CVI, skor keterterapan, dan indeks peningkatan). Tahapan penelitian meliputi: (1) perumusan framework awal, (2) validasi ahli dan revisi framework, serta (3) implementasi retrospektif pada proyek studi kasus disertai evaluasi keterterapan dan dampak penerapan. Hasil validasi ahli menunjukkan framework memperoleh mean rating 4,02/5,00 dan S-CVI/Ave 0,79/1,00, yang mengindikasikan framework valid dan layak digunakan dengan perbaikan minor untuk memperjelas alur, istilah, dan keterkaitan antar komponen. Framework yang dirancang tersusun atas tiga layer utama, yaitu alur, informasi, dan tools monitoring dan kontrol risiko berbentuk prototipe berbasis spreadsheet semi-otomatis. Implementasi dilakukan secara retrospektif pada proyek studi kasus (proyek konstruksi jembatan gantung yang telah selesai). Hasil implementasi menunjukkan framework dapat digunakan pada proyek studi kasus dengan nilai keterterapan rata-rata 2,79/3,00, yang berarti framework sudah operasional, walaupun beberapa bagian masih perlu penyesuaian kecil. Penerapan framework juga memberikan dampak yang kuat dengan indeks peningkatan rata-rata 91,5%, yang menunjukkan perbaikan pada kecepatan proses, kejelasan alur, ketepatan pencatatan, keterlacakan tindak lanjut, dan konsistensi pelaporan risiko dibanding sistem eksisting.

This study is motivated by the need in construction projects for a risk monitoring and control process that is more operational, measurable, and easy to implement. In practice, projects often already have a risk register, yet risk monitoring, evaluation, follow-up actions, and reporting are not always connected through a clear workflow. The study aims to develop an operational/procedural framework for risk monitoring and control in construction projects that integrates a decision-based workflow, structured risk information including Early Warning Signs (EWS) and Key Risk Indicators (KRI), and a semi-automated spreadsheet tool prototype so that monitoring–control activities become more consistent, traceable, and well documented. The study employs a Design Research method with a mixed-methods approach (qualitatively dominant), using project document analysis (risk register) and stakeholder inputs, and assessing feasibility and applicability through scale-based evaluations (mean rating, CVI, applicability score, and improvement index). The research stages include initial framework formulation, expert validation and revision, and retrospective implementation in a completed case-study project. Expert validation results show a mean rating of 4.02/5.00 and an S-CVI/Ave of 0.79/1.00, indicating that the framework is valid and suitable for use with minor improvements, and is structured into three main layers: workflow, information, and risk monitoring and control tools implemented as a semi-automated spreadsheet-based prototype. The retrospective implementation indicates an average applicability score of 2.79/3.00, meaning the framework is already operational, although several parts still require minor adjustments. The implementation also produced a strong impact, with an average improvement index of 91.5%, reflecting improvements in process speed, workflow clarity, recording accuracy, traceability of follow-up actions, and consistency of risk reporting compared to the existing system.
