Abstract
Peraturan Menteri PUPR Nomor 9 Tahun 2021 mendorong penerapan lean construction sebagai strategi efisiensi dan keberlanjutan dalam penyelenggaraan konstruksi. Namun, implementasinya di Indonesia masih terbatas akibat tingginya pemborosan material ±25% dari biaya proyek, keterlambatan rata-rata 30-40%, lemahnya koordinasi, serta rendahnya pemahaman praktisi. Kondisi ini menegaskan perlunya penelitian untuk mengidentifikasi dan memprioritaskan faktor keberhasilan kritis (critical success factors) serta memilih teknik lean yang paling sesuai pada tahap konstruksi.
Penelitian ini menggunakan pendekatan kuantitatif dengan data primer dari 10 responden yang terdiri atas beberapa ahli yang telah menerapkan minimal satu teknik lean dan berlaku untuk skala proyek besar. Analisis dilakukan dalam dua tahap: (1) relative importance index (RII) untuk merangking faktor keberhasilan, (2) analytic hierarchy process (AHP) untuk menentukan bobot prioritas kriteria, sub-kriteria, dan alternatif teknik lean melalui perbandingan berpasangan.
Hasil penelitian menunjukkan bahwa top manajemen merupakan faktor paling dominan dalam mendukung keberhasilan implementasi lean construction, diikuti oleh manajemen keuangan, improvement tools, dan kualitas kemampuan tenaga kerja. Pada level sub-kriteria, komitmen manajemen puncak, laporan keuangan, efektivitas penggunaan teknik lean, produktivitas tenaga kerja, budaya keselamatan, serta sistem penjaminan mutu menjadi faktor utama pada masing-masing kriteria. Pada level alternatif, building information modeling menjadi teknik prioritas pada tahap perencanaan, daily huddle meeting pada tahap pelaksanaan, dan waste register pada tahap pengawasan.
Temuan penelitian ini diharapkan dapat menjadi acuan strategis bagi praktisi dan pembuat kebijakan dalam memilih dan menerapkan teknik lean construction yang relevan, efektif, dan berkelanjutan, untuk meningkatkan efisiensi proyek serta daya saing industri konstruksi nasional.

The Minister of Public Works and Housing (PUPR) Regulation No. 9 of 2021 encourages the implementation of lean construction as a strategy for efficiency and sustainability in construction practices. However, its application in Indonesia remains limited due to high material waste of approximately 25% of project costs, average delays of 30–40%, weak coordination, and limited understanding among practitioners. This condition highlights the need for research to identify and prioritize critical success factors (CSFs) and to determine the most suitable lean techniques during the construction phase.
This study adopts a quantitative approach using primary data from 10 respondents consisting of experts who have implemented at least one lean technique, applicable to large-scale projects. The analysis is conducted in two stages: (1) Relative Importance Index (RII) to rank the success factors, (2) Analytic Hierarchy Process (AHP) to determine priority weights of criteria, sub-criteria, and lean techniques through pairwise comparisons.
The results indicate that top management is the most dominant factor supporting successful lean construction implementation, followed by financial management, improvement tools, and workforce capability quality. At the sub-criteria level, top management commitment, reliability of financial reporting, effectiveness of lean technique utilization, labor productivity, safety culture, and quality assurance systems emerged as the most influential factors within their respective criteria. At the alternative level, building information modeling (BIM) is the highest-priority technique at the planning stage, daily huddle meetings at the execution stage, and waste register at the monitoring stage.
These findings are expected to serve as a strategic reference for practitioners and policymakers in selecting and implementing relevant, effective, and sustainable lean construction techniques, thereby improving project efficiency and strengthening the competitiveness of the national construction industry.
