Abstract
Pemeliharaan jalan merupakan kegiatan penting yang dilakukan secara berkala, rutin, maupun saat terjadi kerusakan untuk menjaga kondisi jalan tetap mantap, aman digunakan, dan berfungsi sesuai umur layanannya. Badan Pelaksana Jalan Nasional (BPJN) Maluku Utara menghadapi tantangan dalam menentukan alternatif alat pemeliharaan jalan yang tidak hanya memenuhi kriteria teknis, tetapi juga efisien secara ekonomi sepanjang siklus hidupnya. Selama ini, pengambilan keputusan pengadaan alat seringkali hanya didasarkan pada harga pembelian terendah tanpa mempertimbangkan beban biaya operasional dan pemeliharaan jangka panjang, sehingga menimbulkan risiko inefisiensi anggaran negara. Metode penelitian menggunakan analisis Life Cycle Cost (LCC) untuk menilai alternatif peralatan dengan mengidentifikasi biaya-biaya yang muncul selama selang waktu 10 tahun, mulai dari nilai pembelian hingga penghapusan. Pengambilan data dilakukan melalui wawancara terstruktur dan observasi lapangan pada unit kerja terkait. Berdasarkan hasil analisis, didapatkan dua alternatif fleet peralatan, yaitu Alternatif 1 (menggunakan Vibrating Roller) dan Alternatif 2 (menggunakan Baby Roller). Hasil penelitian menunjukkan bahwa pada kondisi dasar, Alternatif 1 memiliki nilai LCC sebesar Rp 28,05 Miliar, yang lebih ekonomis dibandingkan Alternatif 2 sebesar Rp 28,48 Miliar. Namun, hasil uji sensitivitas menunjukkan dinamika pada titik perpotongan (switching point). Alternatif 1 tetap menjadi pilihan terbaik selama kenaikan nilai kurs tidak melebihi 10% (Rp 18.040,00), di mana pada titik kenaikan 20% (Rp 19.680,00), Alternatif 2 menjadi lebih murah dengan nilai Rp 30,62 Miliar. Sebaliknya, terhadap perubahan harga BBM, Alternatif 1 menjadi tidak kompetitif jika harga BBM turun melebihi -10%, karena pada penurunan -20% (Rp 11.040,00), Alternatif 2 justru menghasilkan nilai LCC yang lebih rendah yaitu Rp 26,26 Miliar. Hasil ini diharapkan dapat mendukung pengambilan keputusan strategis dalam meningkatkan efisiensi anggaran infrastruktur jalan di wilayah Maluku Utara.

Road maintenance is a vital activity conducted periodically, routinely, or upon the occurrence of damage to ensure that road conditions remain stable, safe for use, and functional throughout their service life. The National Road Implementation Agency (BPJN) of North Maluku faces challenges in determining alternative road maintenance equipment that meets both technical criteria and economic efficiency throughout its life cycle. To date, decision-making in equipment procurement has often been based solely on the lowest purchase price, without considering long-term operational and maintenance cost burdens, thereby posing a risk of state budget inefficiency. The research methodology employs Life Cycle Cost (LCC) analysis to evaluate equipment alternatives by identifying costs incurred over a 10-year period, from initial purchase to disposal. Data collection was conducted through structured interviews and field observations at relevant work units. Based on the analysis, two equipment fleet alternatives were identified: Alternative 1 (utilizing a Vibrating Roller) and Alternative 2 (utilizing a Baby Roller). The research results indicate that under base conditions, Alternative 1 has an LCC value of Rp28.05 billion, which is more economical than Alternative 2 at Rp28.48 billion. However, sensitivity analysis reveals dynamics at the switching points. Alternative 1 remains the optimal choice as long as the exchange rate increase does not exceed 10% (Rp18,040.00); at a 20% increase (Rp19,680.00), Alternative 2 becomes cheaper with a value of Rp30.62 billion. Conversely, regarding fuel price changes, Alternative 1 becomes uncompetitive if fuel prices drop by more than -10%, as at a -20% decrease (Rp11,040.00), Alternative 2 yields a lower LCC value of Rp26.26 billion. These findings are expected to support strategic decision-making in enhancing budget efficiency for road infrastructure in the North Maluku region.
