Abstract
Sektor pertanian di Indonesia merupakan sektor yang masih berkembang pada saat pandemi dengan pertumbuhan Produk Domestik Bruto pada 2020 yakni sebesar 2.2% menurut Badan Pusat Statistik Republik Indonesia. Salah satu sektor lainnya yang mendukung pertanian adalah industri pupuk. Dalam rangka menghadapi tuntutan pasar, PT. Petrokimia Gresik sebagai salah satu produsen pupuk di bawah naungan holding PT. Pupuk Indonesia memiliki empat transformasi yang tertuang pada Transformasi Bisnis Petrokimia Gresik 2020-2024 dengan salah satunya berfokus pada SDM & Umum. Pada Transformasi SDM & Umum salah satunya memiliki fokus pada sistem talent management. Namun, sistem talent management di PT. Petrokimia Gresik masih belum berfungsi seutuhnya karena penggunaan kamus Hard Competency masih belum berjalan maksimal dikarenakan belum adanya metode dalam mengukur hard competency dari karyawan. Oleh karena itu, peneliti melakukan penelitian dalam penyusunan metode atau mekanisme penilaian hard skill competence di PT. Petrokimia Gresik. Penelitian ini menghasilkan kriteria assessment center, persyaratan asesor yang berasal dari Peraturan BNSP yang disesuaikan yakni pendidikan minimal D1, masa kerja minimal dua tahun, dan disarankan memiliki sertifikasi. Kemudian, terdapat dua kerangka assessment hard competency yang terbagi berdasarkan tujuan yakni Pengembangan SDM dan Promosi/Talent Pool yang memiliki perbedaan dari metode pemilihan asesi, pelaporan, dan penggunaan hasilnya. Dari penelitian ini juga dihasilkan satu pedoman pelaksanaan assessment hard competency yang berisi pendahuluan dari assessment hard competency, kriteria dan karakteristik assessment hard competency, ketentuan asesor, dan mekanisme pelaksanaan assessment hard competency untuk digunakan oleh perusahaan.

Agricultural sector is still a promising sector while COVID-19 pandemic happened which has grown 2.2% in 2020 according to Badan Pusat Statistik Republik Indonesia. A sector that supports agricultural sector is fertilizer industry. In facing demands from customer, PT. Petrokimia Gresik as a member of Pupuk Indonesia Holding Company has four transformation programs which is written in Business Transformation Program 2020-2024, one of them is about human capital management. In human capital transformation, one of them is focused on talent management system. But the talent management system at Petrokimia Gresik is not working properly because there is still no method in measuring employee’s hard competency. From that problem, researcher wants to research in composing method of hard skill competence assessment in PT. Petrokimia Gresik. The results of this research are the criteria of the assessment center, assessor’s requirements from adjusted BNSP guidance which consists of diploma degree, two years’ work experience, and someone has certification. There are two framework of hard competency assessment which differentiated from the objective of the assessment (Human Resource Development and Promotion/Talent Pool), the differentiations consist of assesse selection method, reporting, and the result usage. From this research is also resulted a guide for hard competency assessment which consists of introduction of the hard competency assessment, criteria and characteristic of hard competency assessment, assessor requirement, and mechanism of hard competency assessment for Petrokimia Gresik.
