Abstract

Banjir masih menjadi persoalan rutin di banyak kota di Indonesia, termasuk Surabaya yang sebagian wilayahnya berada di dataran rendah dekat pantai utara. Edukasi soal pengendalian banjir kerap berhenti pada penjelasan satu arah, sehingga anak-anak maupun pendidik sulit membayangkan bagaimana air benar-benar bergerak dan mengapa rumah pompa serta saluran drainase dibutuhkan. Laporan ini memaparkan pembuatan FloodGuard Surabaya, sebuah game edukasi berbasis simulasi yang mengajak pemain berperan sebagai penata kota dan menahan banjir di atas peta Surabaya yang dibangun dari data elevasi SRTM. Proyek melewati dua iterasi: prototipe tiga dimensi berbasis Unity yang akhirnya ditinggalkan, lalu versi dua dimensi isometrik berbasis web yang jauh lebih ringan dan mudah dibaca. Simulasi air memakai pendekatan sederhana di atas grid 104×104 sel, dengan air mengalir dari elevasi tinggi ke rendah tanpa solver hidrodinamika yang rumit, namun tetap cukup untuk menjelaskan sebab-akibat banjir kota. Pengujian terhadap tujuh skenario fungsional berjalan sesuai harapan, dan tingkat kesulitan tiap wilayah muncul secara alami mengikuti kontur elevasinya. Seluruhnya berjalan langsung di peramban sebagai PWA, tanpa instalasi yang berat.

Flooding remains a recurring problem in many cities across Indonesia, including Surabaya, parts of which are located in low-lying areas near the northern coast. Education on flood control often stops at one-way explanations, making it difficult for both children and educators to visualize how water actually moves and why pump stations and drainage channels are necessary. This report details the development of FloodGuard Surabaya, an educational simulation game that invites players to take on the role of urban planners and manage flooding on a map of Surabaya built from SRTM elevation data. The project went through two iterations: a 3D prototype built in Unity that was ultimately abandoned, followed by a much lighter and more accessible web-based isometric 2D version. The water simulation uses a simple approach on a 104×104-cell grid, with water flowing from high to low elevations without a complex hydrodynamic solver, yet it is sufficient to explain the causes and effects of urban flooding. Testing of seven functional scenarios went as expected, and the difficulty level for each area emerged naturally based on its elevation contours. The entire project runs directly in the browser as a PWA, without any heavy installations.
