Abstract
Indonesia merupakan negara maritim dengan garis pantai mencapai 108.000 kilometer yang memiliki potensi sumber daya produksi garam laut sangat besar. Namun, hingga saat ini Indonesia masih bergantung pada impor garam yang mencapai rata-rata 2,72 juta ton per tahun akibat kesenjangan antara produksi nasional dengan kebutuhan industri yang terus meningkat. Guna mendukung Peraturan Presiden Nomor 17 Tahun 2025 mengenai percepatan swasembada garam nasional pada tahun 2027, maka dirancang Pabrik Garam Industri Aneka Pangan dengan kapasitas 250.000 ton/tahun. Pabrik ini direncanakan berlokasi di daerah Tugu, Semarang, Jawa Tengah dengan memanfaatkan air laut sebagai bahan baku utama. Proses produksi mengombinasikan teknologi membran Sea Water Reverse Osmosis (SWRO) dan Osmotically Assisted Reverse Osmosis (OARO) yang mengacu pada teknologi yang digunakan oleh Hyrec-Toyobo Corp. Tahapan proses diawali dengan pre-treatment menggunakan membran Ultrafiltrasi dan Nanofiltrasi, diikuti proses pre-concentration menggunakan SWRO-OARO untuk meningkatkan kadar garam pada brine. Konsentrat kemudian dipekatkan melalui Falling Film Evaporator (FFE) yang dilengkap sistem Mechanical Vapor Recompression (MVR) hingga mencapai titik jenuh, lalu dikristalkan menggunakan Circulating Magma Crystallizer dan dikeringkan menggunakan Fluidized Bed Dryer. Produk yang dihasilkan adalah garam industri aneka pangan dengan kadar NaCl sebesar 99,6%. Pabrik dirancang beroperasi selama 330 hari/tahun dengan umur pabrik 15 tahun. Berdasarkan analisis ekonomi, pabrik ini memiliki Internal Rate of Return (IRR) sebesar 16,09%, Pay Out Time (POT) selama 5,61 tahun, dan Net Present Value (NPV) yang bersifat positif sebesar Rp 1.192.255.648.271,05. Berdasarkan parameter tersebut, pabrik ini dinyatakan layak untuk didirikan secara teknis maupun ekonomi.

Indonesia is a maritime country with a coastline stretching 108,000 kilometers, possessing a vast potential for sea salt production. However, Indonesia currently remains dependent on salt imports, averaging 2.72 million tons per year, due to the gap between national production and increasing industrial demand. To support Presidential Regulation Number 17 of 2025 regarding the acceleration of national salt self-sufficiency by 2027, a Food-Grade Industrial Salt Plant is designed with a production capacity of 250,000 tons per year.
The plant is planned to be established in Tugu, Semarang, Central Java, utilizing seawater as the primary raw material. The production process combines Sea Water Reverse Osmosis (SWRO) and Osmotically Assisted Reverse Osmosis (OARO) membrane technologies, referencing the Hyrec-Toyobo Corp technology. The process begins with filtration using Ultrafiltration and Nanofiltration membranes, followed by pre-concentration using SWRO-OARO to increase the brine concentration. This pre-treated brine is then heated using a Falling Film Evaporator (FFE) equipped with a Mechanical Vapor Recompression (MVR) system until it reaches saturation, subsequently crystallized using a Circulating Magma Crystallizer, and dried in a Fluidized Bed Dryer. The final product is industrial-grade salt for the food industry with a NaCl content of 99.6%.
The plant is designed to operate for 330 days per year with a plant life of 15 years. Based on economic analysis, the plant achieves an Internal Rate of Return (IRR) of 16.09%, a Pay Out Time (POT) of 5.61 years, and a positive Net Present Value (NPV) of Rp 1.192.255.648.271,05. These parameters indicate that the plant is feasible for establishment both technically and economically.
