Abstract

Penelitian ini dilatarbelakangi oleh urgensi transisi energi nasional dan akselerasi ekosistem kendaraan listrik (EV) roda empat di Indonesia. Di tengah pola adopsi yang Jawa-sentris, Kalimantan Timur menghadapi tantangan struktural berupa kondisi geografis yang tersebar dan kelangkaan infrastruktur pengisian daya, yang memicu fenomena attitude-behavior gap. Penelitian ini menganalisis determinan adopsi EV di Kalimantan Timur melalui pendekatan UTAUT2 yang diperkaya dengan Four-Layer Integration Framework (perilaku, institusional, ekosistem, dan ekonomi). Data dikumpulkan dari 200 responden calon pengadopsi (non-adopters) dan dianalisis menggunakan Partial Least Squares Structural Equation Modeling (PLS-SEM), dengan Multi-Group Analysis (MGA) untuk menguji batasan kontekstual antar-segmen demografis. Hasil penelitian menunjukkan bahwa model terbukti valid secara empiris dengan hierarki determinan terhadap Behavioral Intention secara berurutan: Performance Expectancy sebagai faktor paling dominan, diikuti Price Value dan Social Influence, sementara Effort Expectancy berada pada posisi ambang batas dan Facilitating Conditions tidak signifikan pada tingkat agregat. Analisis MGA mengungkap bahwa klasifikasi wilayah dan tingkat pendidikan memoderasi peran kemudahan penggunaan, yang menjadi tidak signifikan pada kelompok non-perkotaan karena pertimbangan calon adopter lebih didominasi oleh kontur jalan, jarak antar-kota yang jauh, dan range anxiety. Secara praktis, hasil penelitian merekomendasikan strategi terkoordinasi lintas-lapisan, terutama percepatan pembangunan infrastruktur pengisian daya berbasis koridor antar-kota, insentif pengisian daya di rumah (home charging), serta intensifikasi program test drive untuk memperkuat Social Influence di pasar yang baru berkembang.

This research is driven by the urgency of the national energy transition andthe rapid growth of the four-wheeled electric vehicle (EV) ecosystem in Indonesia.Amidst a Java-centric adoption pattern, East Kalimantan faces structuralconstraints dispersed geography and limited charging infrastructure that triggeran attitude-behavior gap. Using an extended UTAUT2 framework enriched througha Four-Layer Integration Framework (behavioral, institutional, ecosystem, andeconomic perspectives), this study analyzes the determinants of EV adoption among200 potential adopters (non-adopters) via Partial Least Squares StructuralEquation Modeling (PLS-SEM), with Multi-Group Analysis (MGA) testingboundary conditions across demographic segments. The findings reveal a clearhierarchy of drivers of Behavioral Intention: Performance Expectancy is thedominant anchor, followed by Price Value and Social Influence, whereas EffortExpectancy is marginal and Facilitating Conditions is not significant at theaggregate level. MGA shows that regional classification and education levelmoderate the role of ease-of-use, which becomes secondary for non-urbanrespondents whose evaluations are dominated by road topography, inter-citydistances, and range anxiety. Practically, the results call for multi-layercoordinated strategies prioritizing corridor-based charging deployment, home-charging incentives, and test-drive programs to activate social proof in this nascentmarket.
