Abstract

Proyek Strategis Nasional Bali Maritime Tourism Hub (BMTH) di Pelabuhan Benoa terdiri dari tiga paket utama: Pengerukan (6A), Dermaga Timur (7), dan Terminal Penumpang (10). Penelitian evaluatif dan simulatif ini bertujuan mengidentifikasi alternatif urutan pelaksanaan serta menentukan urutan pelaksanaan mana yang paling memenuhi kriteria finansial. Empat alternatif dianalisis: A (6A→7→10), B (7→10→6A), C (10→7→6A), dan D (7→6A→10). Perhitungan dilakukan selama 25 tahun umur ekonomis dengan tingkat diskonto 10%, memanfaatkan metrik NPV, IRR, Payback Period, analisis inkremental, dan analisis sensitivitas. Hampir seluruh alternatif menghasilkan NPV positif. Alternatif C (10→7→6A) mencatat kinerja yang paling tinggi dengan NPV sebesar Rp173,21 miliar, IRR 11,55%, dan payback period 22,45 tahun. Alternatif B menyusul dengan NPV Rp131,34 miliar, sementara Alternatif D dan A masing-masing Rp13,89 miliar dan -Rp1,06 miliar. Analisis inkremental mengonfirmasi Alternatif C sebagai yang paling unggul dengan nilai NPV inkremental positif terhadap A (+Rp74,83 M) dan mengungguli B (NPV B vs C = -Rp63,02 M). Analisis sensitivitas menunjukkan keunggulan Alternatif C bertahan di seluruh skenario risiko. Sehingga, urutan Terminal → Dermaga → Pengerukan terpilih sebagai pilihan yang paling memenuhi kriteria finansial.

The Bali Maritime Tourism Hub (BMTH) National Strategic Project at Benoa Port consists of three main packages: Dredging (6A), East Pier (7), and Passenger Terminal (10). This evaluative and simulation study aims to identify alternative implementation sequences and determine which sequence best meets the financial criteria. Four alternatives were analyzed: A (6A→7→10), B (7→10→6A), C (10→7→6A), and D (7→6A→10). Calculations were performed over a 25-year economic life with a discount rate of 10%, utilizing NPV, IRR, payback period, incremental analysis, and sensitivity analysis. Nearly all alternatives yielded a positive NPV. Alternative C (10→7→6A) recorded the highest performance with an NPV of Rp173.21 billion, an IRR of 11.55%, and a payback period of 22.45 years. Alternative B followed with an NPV of Rp131.34 billion, while Alternatives D and A had NPVs of Rp13.89 billion and -Rp1.06 billion, respectively. The incremental analysis confirms Alternative C as the most superior option, with a positive incremental NPV relative to Alternative A (+Rp74.83 billion) and outperforming Alternative B (NPV of B vs. C = -Rp63.02 billion). The sensitivity analysis shows that Alternative C’s superiority holds across all risk scenarios. Therefore, the sequence Terminal → Pier → Dredging was selected as the option that best meets the financial criteria.
