Abstract
Proyek Revitalisasi Dermaga Gospier di Integrated Terminal Surabaya merupakan salah satu proyek strategis yang bertujuan meningkatkan kapasitas dan keandalan fasilitas dermaga guna mendukung distribusi bahan bakar dalam skala lokal maupun nasional. Berdasarkan jadwal kontrak, proyek direncanakan selesai dalam waktu 22 bulan, yaitu mulai September 2024 hingga Mei 2026. Namun, dalam pelaksanaannya proyek mengalami keterlambatan yang cukup signifikan. Hingga Agustus 2025, progres aktual proyek baru mencapai 24,0%, sedangkan progres rencana seharusnya telah mencapai 40,61%, sehingga terjadi deviasi keterlambatan sebesar 16,51%Keterlambatan tersebut disebabkan oleh hambatan pada pekerjaan pemancangan akibat adanya reruntuhan Existing Jetty yang tidak terdeteksi di bawah permukaan laut sehingga diperlukan pekerjaan tambahan berupa Test Pile, serta dipengaruhi oleh kondisi cuaca ekstrem yang menghambat aktivitas konstruksi di lapangan. Kondisi tersebut menyebabkan pekerjaan pada lintasan kritis mengalami keterlambatan dan berdampak pada penyelesaian proyek secara keseluruhan. Penelitian ini bertujuan menganalisis penerapan metode Time Cost Trade Off (TCTO) untuk menentukan alternatif percepatan yang menghasilkan kombinasi durasi dan biaya proyek yang paling optimal. Analisis dilakukan dengan mengidentifikasi aktivitas pada lintasan kritis, menghitung produktivitas percepatan melalui penambahan alat berat, tenaga kerja, dan jam kerja, kemudian menentukan urutan percepatan berdasarkan nilai cost slope terkecil melalui tujuh iterasi percepatan. Hasil penelitian menunjukkan bahwa durasi proyek berhasil dipercepat dari 548 hari menjadi 387 hari pada Iterasi 7 dengan efisiensi waktu sebesar 29,47%. Namun, alternatif tersebut belum merupakan kondisi optimum karena terjadi peningkatan total biaya proyek dibandingkan iterasi sebelumnya. Berdasarkan evaluasi waktu dan biaya, kombinasi yang paling optimal diperoleh pada Iterasi 6, yaitu dengan durasi proyek 395 hari, lebih cepat 154 hari atau memiliki efisiensi waktu sebesar 28,00%, serta menghasilkan total biaya proyek sebesar Rp301.880.951.012,13, lebih rendah Rp4.887.466.185,76 dibandingkan biaya normal Rp306.768.417.197,89, sehingga diperoleh efisiensi biaya sebesar 1,59%. Hasil penelitian menunjukkan bahwa metode Time Cost Trade Off (TCTO) mampu mengidentifikasi alternatif percepatan yang memberikan keseimbangan terbaik antara pengurangan durasi dan efisiensi biaya melalui optimasi aktivitas pada lintasan kritis, sehingga dapat dijadikan dasar pengambilan keputusan dalam pengendalian waktu dan biaya pada proyek konstruksi dermaga yang mengalami keterlambatan.

Gospier Revitalization Project at Integrated Terminal Surabaya is a strategic construction project aimed at improving the capacity and reliability of port facilities to support local and national fuel distribution activities. According to the contract schedule, the project was planned to be completed within 22 months, from September 2024 to May 2026. However, during its implementation, the project experienced significant delays. As of August 2025, the actual project progress had reached only 24.0%, whereas the planned progress should have reached 40.61%, resulting in a schedule deviation of 16.51%. The delay was primarily caused by obstacles encountered during pile driving due to the presence of undetected remnants of the Existing Jetty beneath the seabed, which required additional Test Pile activities, as well as extreme weather conditions that disrupted construction operations. These conditions delayed activities on the Critical Path and consequently affected the overall project completion.This study aims to analyze the application of the Time Cost Trade Off (TCTO) Method in determining the acceleration alternative that provides the optimum combination of project duration and cost. The analysis was conducted by identifying Critical Path activities, evaluating productivity improvements through the addition of heavy equipment, labor, and overTime working hours, and determining the sequence of project crashing based on the lowest cost slope values through seven acceleration iterations. The results indicate that the project duration was successfully reduced from 548 days to 387 days in Iteration 7, representing the shortest project duration with a Time efficiency of 29.47%. However, this iteration was not the optimum alternative because it resulted in an increase in the total project cost compared with the previous iteration. Based on the evaluation of both Time and cost performance, Iteration 6 provided the optimum solution, reducing the project duration to 395 days, equivalent to a 154 day acceleration or 28.00% Time efficiency, while achieving the minimum total project cost of IDR 301,880,951,012.13. Compared with the normal project cost of IDR 306,768,417,197.89, this resulted in a cost saving of IDR 4,887,466,185.76, equivalent to a 1.59% cost efficiency. The findings demonstrate that the Time Cost Trade Off (TCTO) Method is capable of identifying the most effective acceleration alternative by achieving the optimum balance between project duration reduction and cost efficiency through the optimization of Critical Path activities. Therefore, the Method can serve as an effective decision-making tool for schedule and cost control in delayed port construction projects.
