Abstract
Proyek Perkuatan Struktur Dermaga Kalimas Surabaya mengalami keterlambatan pada minggu ke-40 dengan deviasi progres sebesar -39,846%, sehingga diperlukan upaya percepatan agar proyek dapat diselesaikan sesuai target tanpa menimbulkan lonjakan biaya yang tidak terkendali. Penelitian ini bertujuan untuk mengidentifikasi aktivitas-aktivitas kritis pada proyek, menghitung perubahan waktu dan biaya pelaksanaan setelah proses iterasi, serta menganalisis perbandingan biaya dan waktu akibat percepatan. Metode yang digunakan adalah metode Time Cost Trade Off (TCTO) dengan pendekatan crash program, yaitu penambahan jam kerja (lembur) dan penambahan tenaga kerja/alat berat pada aktivitas-aktivitas kritis yang teridentifikasi melalui analisis jaringan kerja Critical Path Method (CPM). Hasil penelitian menunjukkan bahwa durasi proyek dapat dipercepat secara bertahap dari durasi normal 287 hari menjadi 176 hari pada Iterasi 6. Berdasarkan hasil analisis, Iterasi 5 menghasilkan titik optimum dengan efisiensi waktu sebesar 38,328% (durasi berkurang dari 287 hari menjadi 177 hari) dan efisiensi biaya sebesar 2,309%, yaitu penurunan total biaya proyek dari Rp37.549.554.196,48 menjadi Rp36.682.717.342,22, atau setara dengan penghematan biaya sebesar Rp866.836.854,27. Dengan demikian, hasil penelitian ini dapat menjadi acuan dalam menentukan durasi percepatan yang optimal pada proyek sejenis dengan kondisi keterlambatan yang serupa.

The Kalimas Pier Structural Reinforcement Project in Surabaya experienced a delay in week 40, with a progress deviation of -39.846%, necessitating acceleration efforts to complete the project on schedule without triggering uncontrolled cost increases. This study aims to identify the critical activities in the project, calculate the changes in time and cost after the iteration process, and analyze the cost–time trade-off resulting from the acceleration. The method used is Time Cost Trade Off (TCTO) with a crash program approach, namely the addition of working hours (overtime) and the addition of labor/heavy equipment on critical activities identified through Critical Path Method (CPM) network analysis. The results show that the project duration could be progressively accelerated from a normal duration of 287 days to 176 days at Iteration 6. Based on the analysis, Iteration 5 produced the optimum point, with a time efficiency of 38.328% (duration reduced from 287 days to 177 days) and a cost efficiency of 2.309%, representing a decrease in total project cost from IDR 37,549,554,196.48 to IDR 36,682,717,342.22, equivalent to a cost savings of IDR 866,836,854.27. Thus, the results of this study can serve as a reference for determining the optimal acceleration duration for similar projects facing comparable delays.
