Abstract

Proyek konstruksi Gedung Oncology Center Rumah Sakit Dr. Soeradji Tirtonegoro Klaten setinggi 11 lantai memiliki kompleksitas tinggi dan berisiko mengalami deviasi waktu serta biaya. Penelitian ini bertujuan mengevaluasi kinerja pelaksanaan proyek hingga periode batas waktu (cut-off) minggu ke-35 (Juli 2025) menggunakan metode Earned Value Management (EVM). Evaluasi dilakukan dengan menganalisis indikator Schedule Performance Index (SPI) dan Cost Performance Index (CPI), serta memproyeksikan sisa waktu dan biaya akhir proyek melalui perhitungan Estimate to Complete (ETC), Estimate at Completion (EAC), dan Estimate Complete Date (ECD). Hasil analisis menunjukkan bahwa pada awal proyek Desember 2024, kinerja waktu berada dalam kondisi ahead of schedule (SPI = 1,231), namun terus menurun hingga mencapai nilai SPI sebesar 0,521 pada bulan Juli 2025 yang mengindikasikan keterlambatan (behind schedule). Sementara itu, efisiensi biaya secara konsisten berada dalam kondisi over budget sepanjang periode tinjauan dengan nilai CPI sebesar 0,324 dan akumulasi defisit biaya (Cost Variance) sebesar -Rp45.996.370.638 pada Juli 2025. Berdasarkan tren kinerja tersebut, proyeksi total waktu penyelesaian proyek (ECD) membengkak menjadi 115,64 minggu, mengalami keterlambatan selama 38,64 minggu (±9 bulan) dari durasi rencana awal yaitu 77 minggu. Adapun perkiraan biaya untuk menyelesaikan sisa pekerjaan (ETC) adalah sebesar Rp226.382.145.464, sehingga proyeksi total biaya akhir proyek (EAC) membengkak menjadi Rp294.440.340.638 atau mengalami cost overrun sebesar Rp46.008.340.638 dari anggaran awal (Budget at Completion/BAC) sebesar Rp248.432.000.000.

The construction of the 11-story Oncology Center Building at Dr. Soeradji Tirtonegoro Hospital Klaten is highly complex and prone to schedule and budget deviations. This study aims to evaluate the project implementation performance up to the week 35 cut-off period (July 2025) using the Earned Value Management (EVM) method. The evaluation was conducted by analyzing the Schedule Performance Index (SPI) and Cost Performance Index (CPI), as well as forecasting the remaining time and final cost through Estimate to Complete (ETC), Estimate at Completion (EAC), and Estimate Complete Date (ECD) calculations. The analysis results indicated that at the beginning of the project (December 2024), the schedule performance was ahead of schedule (SPI = 1.231), but continuously declined to an SPI of 0.521 in July 2025, showing significant delays. Meanwhile, the cost efficiency consistently operated over budget throughout the review period, resulting in a CPI of 0.324 and an accumulated cost deficit (Cost Variance) of -IDR 45,996,370,638 by July 2025. Based on these performance trends, the projected total project completion time (ECD) extended to 115.64 weeks, representing a delay of 38.64 weeks (±9 months) from the original contract duration of 77 weeks. Furthermore, the estimated cost to complete the remaining work (ETC) stood at IDR 226,382,145,464, generating a projected total final cost (EAC) of IDR 294,440,340,638, which signifies a cost overrun of IDR 46,008,340,638 from the initial Budget at Completion (BAC) of IDR 248,432,000,000.
