Abstract
Proyek Jalan Tol Probolinggo-Banyuwangi Paket 2 STA 09+000-STA 20+200 memiliki risiko tinggi karena melibatkan pekerjaan tanah, alat berat, struktur beton, pekerjaan pada ketinggian, pengangkatan beban, dan baja struktural. Proyek akhir ini bertujuan merencanakan Sistem Manajemen Keselamatan Konstruksi (SMKK) menggunakan metode Job Hazard Analysis (JHA) serta menyusun Rencana Anggaran Biaya (RAB) penyelenggaraan SMKK berdasarkan Peraturan Menteri PUPR Nomor 10 Tahun 2021 dan Nomor 8 Tahun 2023. Data diperoleh melalui observasi lapangan, wawancara, dan studi dokumen proyek. Analisis dilakukan dengan menguraikan tahapan kerja, mengidentifikasi bahaya, menilai risiko berdasarkan kemungkinan dan keparahan, serta menentukan pengendalian sesuai hierarki pengendalian. Pada 12 divisi pekerjaan teridentifikasi 278 risiko awal, terdiri atas 22 risiko kecil, 225 risiko sedang, dan 31 risiko besar. Pengendalian melalui eliminasi, substitusi, rekayasa teknik, administrasi, dan Alat Pelindung Diri (APD) menurunkan sebagian besar risiko menjadi kecil, sedangkan pekerjaan kolom/pier, pier head, dan baja struktural masih memiliki risiko sisa sedang. Hasil perencanaan mencakup organisasi pengelola, sasaran dan program keselamatan, manajemen keselamatan, serta RAB SMKK sebesar Rp23.149.980.180 setelah PPN 11%. Metode JHA memberikan dasar sistematis untuk pengendalian bahaya dan pembiayaan SMKK pada proyek ini.

The Probolinggo–Banyuwangi Toll Road Project Package 2, STA 09+000–STA 20+200, is a high-risk project involving earthworks, heavy equipment, concrete structures, work at height, lifting operations, and structural steel work. This final project aims to plan a Construction Safety Management System (SMKK) using the Job Hazard Analysis (JHA) method and to prepare the Budget Plan (RAB) for SMKK implementation based on the Regulation of the Minister of Public Works and Housing Number 10 of 2021 and Number 8 of 2023. Data were obtained through field observations, interviews, and a review of project documents. The analysis involved breaking down work stages, identifying hazards, assessing risks based on likelihood and severity, and determining controls according to the hierarchy of controls. Across 12 work divisions, 278 initial risks were identified, comprising 22 low, 225 medium, and 31 high risks. Controls through elimination, substitution, engineering measures, administrative measures, and Personal Protective Equipment (PPE) reduced most risks to the low category, while column/pier, pier head, and structural steel work retained medium residual risks. The planning results include the management organization, safety objectives and programs, safety management measures, and an SMKK budget of IDR 23,149,980,180 after 11% VAT. The JHA method provides a systematic basis for hazard control and SMKK financing in this project.
