Abstract

Every construction project is expected to be completed on schedule, in accordance with the required quality standards and budget. Therefore, cost and time control measures are necessary to monitor project implementation. One method used for this purpose is the Earned Value method, which measures project cost and schedule performance. This method uses three parameters: Planned Value (PV), representing the budgeted cost of work scheduled; Earned Value (EV), representing the budgeted cost of work performed; and Actual Cost (AC), representing the actual cost of work performed. These parameters are used to assess project progress and forecast the time and cost required to complete the project. This Earned Value Analysis was conducted on an Administration Building construction project. At the initial inspection, physical progress had reached only 8%, compared with the planned progress of 17%. Monitoring using Earned Value was conducted over three months, from March to June 2007. The results showed that the Cost Performance Index (CPI) was consistently above 1, indicating that expenditure was below the budgeted cost. However, the project experienced delays, as indicated by the Schedule Performance Index (SPI) being below 1. The total project cost at completion was estimated to be lower than the approved budget. The Estimate at Completion (EAC) was Rp4,492,217,480, with an estimated completion time of 64 weeks. This was longer than the original project duration of 40 weeks, with a planned budget of Rp4,910,862,348.30. Based on interviews with the site engineer, the project delays were attributed to several factors, including unfavorable weather conditions, the unavailability of materials at the site, and a lack of sufficiently skilled workers. These factors hindered the progress of construction activities.
