Abstract
Singgasana Hotel Surabaya merupakan salah satu hotel bintang 4 di Surabaya yang memiliki sarana pengolahan limbah cair dengan kualitas effluent masih belum memenuhi baku mutu Peraturan Gubernur Jawa Timur No. 72 tahun 2013. Berdasarkan hasil pelaporan pengujian kualitas effluent Instalasi Pengoahan Air Limbah (IPAL) Singgasana Hotel Surabaya pada 11 Juni 2015 diketahui bahwa salah satu parameter dari kualitas effluent telah memenuhi baku mutu dimana parameter tersebut adalah parameter COD dengan konsentrasi sebesar 71,684 mg/l dimana baku mutu sesuai Peraturan Gubernur Jawa Timur No. 72 tahun 2013 yaitu 50 mg/l.
Berdasarkan kualitas effluent IPAL Singgasana Hotel Surabaya belum memenuhi baku mutu tersebut, maka perlu dilakukan evaluasi terhadap IPAL yang ada.
Unit yang dievaluasi terdiri dari bak ekualisasi, tangki aerasi, dan bak pengendap 2 dengan sistem activated sludge. Unit-unit ini dievaluasi terhadap efisiensi dan efektivitas masing-masing bangunan. Sampel yang diuji diambil dari influent dan effluent tiap bangunan untuk mengetahui tingkat penyisihan dari tiap bangunan.
Sampel diambil pada hari tertentu dimana dicari hari dengan okupansi terbanyak pada weekdays dan weekend. Pengambilan sampel dilakukan selama 1 bulan. Sampel dianalisis sesuai parameter yang ada dalam baku mutu dan untuk perhitungan debit dari instalasi ditentukan dari okupansi Singgasana Hotel Surabaya. Dengan mengacu pada Peraturan Menteri Kesehatan RI No. 80/MENKES/PER/II/1990 tentang persyaratan kapasitas air bersih untuk hotel bintang 4 yaitu 750 liter/orang/hari.
Hasil evaluasi berupa perubahan fungsi unit, modifikasi unit, dan juga penambahan unit baru.yang direncanakan agar kualitas effluent IPAL Singgasana Hotel Surabaya bisa memenuhi baku mutu. Biaya yang dibutuhkan untuk perencanaan sesuai hasil evaluasi adalah Rp. 297.960.000,-

Singgasana Hotel Surabaya is one of 4 star hotel in Surabaya which it’s waste water treatment effluent quality have not meet the requirement of regulation (Peraturan Gubernur Jawa Timur no 72 2013). According to annual report of Singgasana Hotel Surabaya effluent quality on 11 June 2015, COD parameter of effluent have not meet the requirement of regulation. COD concentration in annual report is 71,684 mg/l while the requirement according to Peraturan Gubernur Jawa Timur no 72 2013 is 50 mg/l which means the effluent quality exceed the requirement of regulation.
In terms of Singgasana Hotel Surabaya effluent quality violating the regulation, there will be needed evaluation of Singgasana Hotel Surabaya waste water treatment.
The evaluated units consist of Equalization Tank, Aeration Tank, and Clarifier Unit using activated sludge system. Units is evaluated according to its efficiency and effectiveness of each unit. Sample being taken from influent and effluent of each unit are tested using laboratory procedural to obtain removal percentage from each unit. This study also evaluate Standart Operation Procedure (SOP) of Singgasana Hotel Surabaya Waste Water Treatment Plant.
Sample taken on specified day which have the highest occupation rate on weekdays and weekend. Singgasana Hotel Surabaya only have high occupation rate on weekdays so the sampling process is done only on weekday for a whole month. Occupation rate data obtained from Singgasana Hotel Surabaya administrator as reference to determine sampling day. Flow rate calculation is done according to Peraturan Menteri Kesehatan RI No. 80/MENKES/PER/II/1990 about requirement capacity of clean water in 4 star hotel is 750 litre/person/day.
The result of evaluation consist of changes in units functions, units modification, and also addition of new unit. Therefore, the new planned unit can give an effluent quality which meet the standard of regulation. The fund needed for this program is Rp. 297.960.000,-
