Abstract
Kabupaten Tulungagung merupakan salah satu kabupaten di Jawa Timur yang memiliki potensi sumberdaya lokal perikanan tangkap di wilayah pesisirnya dan memiliki peran untuk pengembangan wilayah khususnya dalam pembangunan ekonomi. Produksi perikanan tangkap yang dihasilkan oleh Kabupaten Tulungagung tergolong besar, yaitu sebesar 206.408,952 ton. Namun potensi perikanan yang besar masih belum dimanfaatkan keseluruhan oleh masyarakat dimana diketahui terdapat masyarakat yang tergolong miskin di pesisir selatan Kabupaten Tulungagung sebesar 8,60% atau 87.360 jiwa. Oleh karena itu, diperlukan arahan pengembangan pengembangan ekonomi lokal berbasis subsektor perikanan tangkapnya untuk memberikan nilai tambah ekonomi dan meningkatkan kesejahteraan masyarakatnya.
Penelitian ini bertujuan untuk menentukan arahan pengembangan ekonomi lokal berbasis subsektor perikanan tangkap di pesisir selatan Kabupaten Tulungagung. Untuk mencapai tujuan penelitian terdapat beberapa sasaran yang perlu dicapai yakni: 1) menentukan faktor – faktor yang berpengaruh terhadap pengembangan subsekor perikanan tangkap dengan metode analisis faktor konfirmatori; 2) mengidentifikasi tipologi subsektor perikanan berdasarkan faktor – faktor yang mempengaruhi pengembangan subsektor perikanan tangkap dengan metode analisis klaster; 3) merumuskan arahan pengembangan subsektor perikanan tangkap untuk mendukung upaya pengembangan ekonomi lokal masyarakat dengan metode analisis delphi.
Hasil penelitian menunjukkan bahwa arahan pengembangan subsektor perikanan tangkap antara lain: pembentukan Kelompok Usaha Bersama (KUB) dan kerjasama swasta; pendirian lokasi usaha pengolahan subsektor perikanan tangkap dan lokasi pemasaran; kerjasama antar stakeholder untuk rencana pemasaran; memberikan bantuan modal, bantuan alat tangkap, dan bantuan teknologi perikanan tangkap; Pelatihan dan edukasi inovasi produk olahan dan menajemen biaya produksi; Sosialisasi kesempatan kerja dan bahan pengawet berbahaya; pendirian sekolah perikanan setara SMK; serta peningkatan dan perbaikan infrastruktur.

Tulungagung regency is one of the regency in east Java that potentially has marine fisheries as local resources in its coastal area and it has role to develop its region especially in economic development. The production of marine fisheries is quite large, amounting to 206,408,952 tons. However, with a large marine fisheries potential, it is still not fully utilized by the community. It is known that there are 8.60% or 87,360 people who are considered poor in the southern coast of Tulungagung regency. Therefore, it is necessary to make directions of local economic development based on the marine fisheries to provide the economic added value and improve the welfare for its people.
This research aimed to determine the direction of local economic development based on the marine fisheries subsector in the southern coast of Tulungagung regency. To achieve the purpose of this research, there were several targets needed to be achieved: 1). Determined the factors that influenced the development of marine fisheries subsector by using Confirmatory Factor Analysis. 2) Identified the typology of marine fisheries subsector by using cluster analysis. 3) Created the directions of marine fisheries subsector development to support the local economic development movement for people by using Delphi Analysis.
The results of this research showed the directions for the development of marine fisheries subsector are: Created Joint Business Group of marine fisheries processing and private cooperation; established the business location and marketing locations; created stakeholders cooperation for marketing’s plan; assistance of capital, fishing gear, marine frisheries processing technology, and production cost management; arranged training and education about innovation of processed products; socialization of employment opportunities; established of fisheries vocational school; and improved the infrastructures
