Abstract

Pentingnya keterampilan bahasa asing pada segala bidang, membuat layanan bahasa sangat berperan dalam meningkatkan keterampilan bahasa asing. Salah satu, layanan bahasa yang sangat berperan pada ITS adalah UPT Bahasa dan Budaya ITS Surabaya. Keberhasilan suatu layanan, sangat dipengaruhi oleh peran jabatan di dalamnya. Namun, pada UPT Bahasa dan Budaya ITS belum memiliki pemetaan uraian tugas pada masing-masing jabatan yang jelas. Dimana terdapat pekerjaan yang dilakukan oleh jabatan lain, sehingga perlu dilakukan pemetaan proses bisnis. Selain itu, dilakukan perhitungan beban kerja dan mengoptimalkan beban kerja pegawai untuk dapat menentukan jumlah pegawai optimal. Pemetaan proses bisnis dilakukan dengan menggunakan CIMOSA, sehingga memperoleh job description pada setiap jabatan. Kemudian, dihitung beban kerja untuk mendapatkan jumlah pegawai optimal berdasarkan KEP/75/M.PAN/7/2004, work sampling, dan NASA-TLX. Selanjutnya, disusun rekomendasi untuk mengoptimalkan beban kerja. Hasil penelitian menunjukkan bahwa terdiri 104 job description yang teridentifikasi dengan 7 jabatan. Indeks Beban Kerja (IBK) per pegawai berdasarkan KEP/75/M.PAN/7/2004 didapatkan bahwa IBK terbesar adalah Pengadministrasi Pendidikan sebesar 1,029 dan terkecil adalah BPP sebesar 0,669. Berdasarkan hasil work sampling yang telah dikonversi satu tahun, beban kerja terbesar yakni Teknisi Laboratorium Bahasa sebesar 0,838 dan Pramu Kantor memiliki beban kerja terkecil yakni 0,594. Sedangkan, dengan NASA-TLX jabatan yang memiliki beban kerja tertinggi adalah BPP. Sedangkan, jabatan dengan beban kerja rendah adalah Teknisi Laboratorium Bahasa. Berdasarkan beban kerja yang telah dioptimalkan, terjadi pengurangan 1 orang pegawai Pengadministrasi Umum dengan menggunakan KEP/75/M.PAN/2004 dan work sampling. Sehingga dilakukan pemerataan beban kerja dengan Yamazumi chart pada setiap pegawai jabatan Pengadministrasi Umum adalah sebesar 0,9993.

The importance of foreign language skills in all fields making the language services very instrumental in improving foreign language skills. One of the language services that play big role in ITS is Centre for Languages and Cultures ITS Surabaya. The success of a service is closely related to the role of office in it. However, in Centre for Languages and Cultures ITS does not yet have a job description mapping in each position clearly. There is work performed by other positions, so it needs to do business process mapping. In addition, the calculation of workload and optimize the workload of employees to determine the optimal number of employees. Business process mapping is done using CIMOSA, so obtaining job description at each position. Then, workload is calculated to get optimal number of employees based on KEP/75/M.PAN/7/2004, work sampling, and NASA-TLX. Subsequently, recommendations were developed to optimize the workload. The results of the study showed that 104 job descriptions were identified with 7 positions. Workload index per employee based on KEP/75/M/PAN/2004 its as found that the biggest IBK per employee is Education Administration Equal to 1.029 and the smallest is the BPP of 0.669. Based on the work sampling that has been converted one year, the biggest workload is Technician of Language Laboratory with number equal to 0,838 and the smallest workload belong to office administration with 0,594. Based on NASA – TLX, a position with the highest workload is, BPP. Meanwhile, a position with lower workload is Technician of Language Laboratory. Based on the workload that has been optimized, there is a reduction of one employee of General Administration by using KEP / 75 / M.PAN / 2004 and work sampling. So, the equalization of workload with Yamazumi chart on each employee in the position of General Administration is equal to 0.9993.
